At the last WOiksbQp session of 1990, town bQard mem- bels were laughing and joking with ooe another~ The mood was jovial. for abe most part, because Supervisor Stephen Ferraro announced at the beg\nning of the session that DEC Commissioner Thomas Jor~g had granted Smith- town a 90-day reprieve from -the landfill closure deadline. .. As of December 18, 1990 all landfills on Long Island were to be clo~ according to a state law passeQ. in 1983. On that day, ~· Jorling told Mr. Ferraro and Smithtown Supervisor Patrick Vecchio the law would llOl be enforced for 90 days, to give the towns time to get an extension passed by the state Assembly. A bill, granting an extension until the incinerator being built in East Northport ~gins operating in 1991, did not make it out of the environmental conservation committee before the Assembly adjourned for the year. ASsemblyman James Conte (R-Huntington Station) said Huntington's representatives in the state legislature will cootinue to lobby for it$ passage. -- Third Ajmrtment Hearing Set Although Councilman Kenneth Christensen had hoped to approve a, bill regarding the legalization of accessory apartments without another public hearing, a third hearing on tbe matter was scheduled to consider amendments to the proposed law. - \Hopefully this will be the last public bearing on this subject,\ said Mr. Christensen, who sponsored the reso- lution. Officials have estimated that Huntington Town has more than 10,000 illegal apartments. If legalized, apart- ments in owner-occupied, single-family homes that meet aU health, frre and safety codes will be issued a two- year, renewable permit. and a flat fee of.$400 for the permit. Public hearing$, presided over by a seven-member review board-, will be held to consider appli~tions. Homeowners that do not comply with the law will be fmed a $100 a day. In response to concerns raised by 'housing and social service agenCies at pr~vious public .bearings~ the propos- al was amended to allow jpartffients in non-owner occu- pied buildings until May 31, 1994. 'The original concept of accessory apartments permitted. in owner-occupied dwellings remains in effect,\ said Mr. Christensen. ~'R~ty dictates __ a phase~in period to elimi- . nate non-ownet occupied buildil)gs. Our goal was to close down sub-standard housing and .•• that goal will be m~\ Another amendment provides an expedited applica- tion process for hmneowners who come forward before September I~. 1991. , The special hearing is scheduled for Tuesday, January 15 at 7 p.m in the town ball meeting room. - In other business, the town board: ~ • Agreed to buy two parcels of land adjacent to the HuntingtOn railroad station for construction of a com-· muter parking garage. The land, which is just over an acre, is part of the first phase· of the Huntington Station Revitalization Plan. . The town will pay $775,000 for the land, whiCh will become the site for a 650-space parking garage. It will replace the spaces that will be lost across the street when land there is developed into affordable housing. \This is . the frrst concrete thing we've done to really get this project moving .. The citizens' advisory commit- tee should be congratulated for all the great work they've done,\ said Councilman Quentin Sammis, who sponsored the resolution. • Entered into an agreement with the tOwns of Baby- lon, Islip and Oyster Bay to form the Long Island Regional Recycling Cooperative. The cooperative will find markets to buy recycled newsprint collected from the towns~ H successful. plastics, glass and metal recy- clables could also be included in the projecL Evan Liblit, Babylon's former director of environ- mental control, was hired as the project's director.
