The greatest blow to German hopes of destroying the commerce of the allies on the ocean lies In the con voy system, which Is rapidly approach ing perfection. When the plan of es corting transports and supply ships right across the Atlantic In large fleets was first tried out there was consid- j ernhle delay on account of difference j In speed of the various ships of which It was composed. At the present time convoys nre all 1 classified according to speed, nnd n j fast transport can make a round trip In 30 days, while the slower class of j supply ships drift across the ocean at j a steady six or seven-knot gait. The number of British nnd American destroyers has Increased rapidly and | is still growing so that there are plenty of these essential watchdogs of the sen j to make, the passage of convoys across [ the Atlantic and North sea secure. The greatest percentage of losses by sub- j marines since January 1 has been in the Mediterranean, and this Is now be- j Ing reduced by Increasing the number t of destroyers In those waters. No sub marine commander will risk a ttack on a convoy which Is protected on all f)uir sides by destroyers and frequently ac companied by seaplanes. ' Naval experts are confident that when there are sufficient destroyers to escort all convoys required to trans port troops nnd munitions from Amer ica to England nnd France the subma rine peril will be practically at an end. This stage should be reached by Au gust. At the present time the U-boats watch ami wait for vessels which are alone. The sinking of vessels In the Irish sea has been due to the fact that the water there is muddy and not too deep, and a submarine can llq on the bottom and come up at night. Quite recently, in two Instances, when steamships were torpedoed in the Irish sea, do- - stroyers blew one U-boat to pieces with a depth charge and damaged the other one so seriously before she could sub merge th a t the commander surren- 1 dered with ids crew. Pilots of seaplanes and airplanes ! who fly over the waters around the British Isles have reported numbers of l submarines which were sunk mqnths ago and a r e lying on the bottom of the i channel and North sen. Traps a Peril to U-boats. In addition to destroyers nnd patrol boats which scour the surface in every direction, there are all kinds of traps j and obstacles placed under w a t e r ! which make the passage of Dover t etralts and exit from Heligoland bight j a very complicated problem for a U-boat commander to solve. Hundreds of mine sweepers, manned by fisher men and sailors from the merchant service, are at work day and night making the ocean lanes safe for steam ships belonging to the allies and neu tral nations. Their crews have become adepts in the art of finding and ex ploding German mines hUden below the surface. During the year ending In April more than 1,600 mines, which cost $1,000 each to construct, were exploded or captured by the Brttlsh-mlne sweepere. The loss of mine sweepers was very •mall in comparison. In one Instance • mine sweeper found a German mine drifting in the North *eu, and towed it over well In toward the mouth of Elbe Voder cover of fog. After pumping it UP the crew set the mine 20 feet below the surface, and 12ahoars later it was ■truck by • German steamship bound for Oothenberg from Bremen, and the sal and her cargo o f iron ore went te the bottom. Defeated Schoolteacher Now Face* Court-martial for Her Wrltlnge—. Wealth or Influence Cannot Shield the Guilty. Paris.—It wns a famous French psy chologist who said recently that rumor wns one of the evils, among others, of nil wars, nnd especially of this one. He pointed out that rumors were as bnd and sometimes did as much harm ns the worst, of enemy propagandists. The truth of his Ideas has apparently Impressed the prefect of police, who has begun a merciless hunting down of all gossip mongers and rumor dis pensers. The prefect lias decided to take dras tic measures- to stop unthinking chat ter in public places ard the spreading of alarming reports and defeatist opin ions. A warning Issued the other day points out that henceforth any person, no matter how respectable lie may be, will lie arrested and taken to the near est police station If he forgets himself to the extent c f talking not wisely but too well. The warning had hardly been posted when the round-up began to show re sults. Boulevardlers of all sorts were Wild Theory About Big Guns. Others were certain, and let it be known quite londly on the terraces of the cafes, that the cannon which re cently bombarded Paris was really not at all ns far away as the authorities announced It to be. They were sure that somewhere not far from Paris, hidden In a forest, were a number of ordinary snmll-callher cannon which had been conserved In dugouts since the battle of the Marne nnd were sud denly put Into action by a battery of German prisoners who had escaped from the camps In France. These nnd other gossipy bits of mis information dropped Indiscreetly by some well-meaning persons have been found to prove a source of extreme an noyance to the government authorities nnd have resulted In Immense harm. Perhaps the most sensational arrest under this new edict, although virtu ally made ns the result of a law passed on August .r>, 1914, was that of Charles* Leon Rappoport, one of the editors of La Verite and Le Journal du Peuple and a member of the administrative committee of the unified socialist par ty. Rappoport was taking refuge In a cellar during an air raid. With him were a number of women nnd men, dwellers in the same house. Accord ing to a schoolteacher who heard him, Rappoport was directing many deroga tory remarks against the government and the army.
