1 n.OMASMcWHINNEY EXPLAINSNEWLAWS Tax Exemption on New BniUmgs — Jail Improvemente — Mer rick Road to be Fixed At the suggestion of Assemblymen Thomas A. McWhlnney, the Board of Supervisors on Monday morning de cided to appoint a housing committee for Nassau County, the function of which will be to assist persons who are threatened with dispossess and are not prepared, either from lack of financial ability or from ignorance of the law, to protect themselves. Mr. McWhinoey, who is vice chair man of the State Housing Committee, suggested that the committee might take steps to obtain the'services of lawyers who would serve free in the interests of poor persons who were threatened with dispossess, as well as the problems of those who wish to rent or buy homes. On motion of Supervisor Doughty each Supervisor was authorized to nominate a member of the committee from his own locality. They will prob ably be appointed at the next meeting of the Board. Man for Relief In connection with the housing situ ation, the Board received a copy of a letter written by B. F. Yoakum, who owns a large estate of about 1,800 acres near Farmingdale, suggesting a novel plan for at least partially solv ing the housing problem and thus counteracting the effects of the “epi demic of extreme theories,” as he ex presses it. The plan broached by Mr. Yoakum is to utilize some of the millions of idle acres within a short distance of New York by making them into one and two acre homes under a ten year payment plan. To do this he suggests the creating of a 6Mi% bond. Mr. Yoakum said in part: “Living in an over-crowded city pro duces effects which are ascribed to the nature of existing social and eco nomic conditions. The explanation is false and specious, but plausible to those who suffer from these ill effects and they become easy victims to an epidemic of extreme theories. The evils which they seek to avoid are not traceable to the existing mode of own ership and control of industry, but to the avoidable congestion of our large industrial centres. If we wisely and quickly remove these evils we will avert the disastrous paralysis of eco nomic disorganization which follows the application of ill considered theo ries. But unless we are quick to dis cover and apply the real remedy, we may find that the false and dangerous remedies will be attempted. There is nio doubt but that an element exists in our midst which hopes to eventually overthrow society. “Large cities are the natural out growth of a nation’s development and growth. They do not, however, con tribute to a nation's production. On the contrary, large Cities are a tax upon natural resources. History con firms the fact that small home owners largely constitute the country's strength and protection in time of in ternal upheaval and of foreign intru sion. Strength from Land “Like the United States, all domin ant nations derive their strength and early hardihood from the land. In time, maturity and old age crept over the overcrowded pities, automatically causing the country to decrease, and the germ of disease found a place to thrive in the body politic. ' “There are millions of idle acres within less than one hour’s ride from the center of New York that could be made into one and two acre homes un der a ten year payment plan. An acre home with a thrifty wife and healthy children will supply eggs and fresh vegetables for the family, with a win ter surplus of potatoes, cabbage, car rots, etc., and with all the home com forts at less construction cost per fam ily than the same family can be ac commodated in city tenement houses. Healthy sanitary conditions cannot be had where entire families are forced the year round to live in the same sleeping, eating and cooking rooms. Home Owning System “If America is to remain the dom inant nation of the world, it must be through a home owning system, not •one of tenantry. Some argue that industrial working people will not be content to live in the country.
