He made the following state- “The New York Guard will be re-or ganized in co-operation with existing Home Defense units, and there will be established depot units of the guard, not only in all existing armories, but, also, when application is made there for, in the many counties which did not possess a unit of the National Guard. In every case where a new depot unit is to be formed preference will be given to drilled and uniformed Home Defense units >n th a t county. “When these Home Defense units for each were so patriotically organized it was expected that rifles would be provid ed for them by the Federal Govern ment, but this has proved impossible, and the expense and responsibility has now fallen upon the State. “It is th ; purpose of the Governor to provide an armed force of not to exceed 15,000 men, thus complying not only with the present necessity for protection of life and property, ' but also with the constitutional re- 1 quirement that he constantly main- i tain an arm ed force within the State. This armed force, the New York Guard, will be apportioned throughout the different counties of th«? Parker, have ju s t re turned from a conference in W ash ington. bringing with them the assur ance of the fullest co-operation of the m ilitary and naval authorities in an effort which will be made by Mr. Hugo’s office to supply every man en titled to vote with the necessary bal lot and information. On account of the large number of men who will be outside the State in November a s well as the almost constant change of many, the task will be a monumental Sixty-two different ballots, or one county, will probably be used in expediting m a tters. The names of the candidates for the vari ous offices down to and including the county offices, will be printed on the ballots. It will be necessary only to make the usual crosses opposite the el ector’s choice. Blank spaces will be left in which the elector can w rit his J choice for Member of Assembly, city ' and town offices. A book of instruc- j tions and a list of candidates will be sent along with the ballots. The election among the soldiers and sailors will not be confined to Nov ember (5. It can take place on any one secular day within ten days previous to that date. A t the conclusion of the election the ballots must be returned j to Secretary Hugo’s office, where they \ will be distributed and counted in the] usual channels. Two persons, how- j ever, will do the canvassing in the e l - ' ection districts rather than four or I six, an arrangem e n t that will save the j S tate thousands of dollars and a t the ! gpme tune do the work. j With the assistance of the m ilitary | and naval authorities, Mr. Hugo's of fice will now begin the work of listing by both county and m ilitary and naval units, the men from this State who are in the service. Once this list is complete, or as nearly so as can be expected under present day condi tions, ballots and election supplies will be sent the commanding officer of every unit on land and water. The commanding officer in every unit will be in charge of the poljs. Steef bal lot boxes will be used. At least ten men must be together at any point for a poll to be held.
