There is no doubt that tbe superior ity of the American system has been attained in a great measure by admin istrative ability. This practice Is aid ed and abetted by charlatans and man- | ufacturers of patent medicine who, with no scientific knowledge of the subject, prepare and offer for sale in numerable nostrums warranted to cure every III. it Is hardly necessary to state that almost every home contains some of them, particularly headache 1 powders or tablets. Those who use the latter know nothing of their com position and danger, for they are com j posed chiefly of coal tar products and 1 are extremely lepresslng to the heart. The more serious the disease the more numerous are the\ remedies offered for Its treatment. It may be very truthfully said that a person who treats himself employs a poor physi cian and usually suffers In conse quence. Today there are many dispensaries and various other means of securing medical advice and treatment for those who cannot afford to pay for It and there Is no good reason why at least those« who live In cities should parochial. They have realized that de fective telephonic communication Is, In every sense, bad business, and that the factors constituting good service, in the order of their Importance, are (1) si>eed and accuracy In securing connections; (2) volume and clearness of sound transmitted; and (3) cost They have realized that the money value of the time and temper wasted by the public over a bad service is a far more serious consideration than any reasonable charges Imposed for a good one, and they have therefore pro ceeded on the principle that speed and reliability are more Important than cheapness. Furthermore, Mr. Vail’s civic Ideals have been applied, with loyalty and enthusiasm, throughout. Esprit de corps, and a spirit of emula tion betwen exchanges, are encour aged to the utmost. In close relation to home medication Is the misconception on tbe part of the public regarding the definition and use of disinfectants and deodorants. The function of a true disinfectant Is to destroy infectious germs and not odors, for even the most valuable disinfec tants cannot -e depended upon for this purpose. On the other hand deodorants are agents which neutralize offensive odors chiefly by chemical means, but cannot be depended upon to destroy Infectious germs. During recent years tjie public has gained some Information regarding the germ theory of Infectious disease, but It has been limited and has rather en couraged the .belief that Infection ex ists everywhere and that It is with great difficulty that we escape germs In their active state concealed in cloth ing, baggage, money, furniture, etc., and also In public places and convey ances. As a matter of fact, this con dition does not exist, and m? ny unnec essary and fldlculous means are taken by the public to prevent disease. This small factor In smooth working—and the \telephone habit’’ becomes easily explicable. In January, 1911, the number of telephones In New York was equal to the combined totals of London, Paris, and Berlin. * * * Failure of Government Control. In Great Britain the history of tele phone legislation has persistently re flected the vacillations of immature opinion, whilst the attitude of perma nent officials, of the Post Office, and the Treasury.
