The budget was passed by a nine to one vote with Supervisor Dennis G. Homan of Riverhead opposing. The gross budget for the coming year is $5 , 794 , 241 , as compared with ^5 , 403 , 990 in 1938-39 , an increase of ^390 , 000. C ounty taxes will be three mills higher , the tax rate being ' fixed at 8 and three-quarter mills for 193-9- 40 as comp ared with 5 and . three- quarter mill s for the current year ; In introducing the estimate reso- lution Sup ervisor Edgar A. Sh arp of Brookhaven , chairman of the finance committee , said the budget reflects the decision of the board to initiate a •• pay-as-you-go \ policy ''not only as to the new and heavy expendi- tures for relief , but also as to all other items. \ He added that as a first step in this directi on \this esti- mate provides for the payin g off of bonds and certificates of indebted- ness aggregating iri principal thl sum of $1 , 839 , 13.. \ Members of the board stressed that _ in last year ' s budget only $185 , 000\ was paid on such indebtedness and the other obligations ' were r efunded. A delegation of women represent- ing the Suffolk County League of Women Voters , headed by Mrs. Rob- ert T. Oliver of Babylon , urged the inclusion of an item for the estab- lishment of a mental hygiene clinic. Chairman Warren F. Greenhalgh in- formed them that the board had de- cided to act on the matter at the December; meeting. A novelty is the separation of the county highway rate , $1.25 on each $1 , 000 assessed valuation , oh instruc- tions from the State Tax commission. This is because war veteran s are entitled to exemption of general tax- es on real prop erty bought with pension or bonus money, but not on highway tax. $5 , 794 , 241 Budget For Suffolk County Passed Thursday Next Monday the annual modera- tors ' dinner of the Presbytery of Long Islan d will be held in the Bridgehampton Presbyterian church with the moderator of the general assembly, Samuel Higgenbottom , as principal speaker. The meeting; will open at 4 p. m. with a talk by Mrs. Higgenbottom. At 5 p. rn. there will be a color film based on the Madras conference. The banquet will be at 6:15 p. m. in the church house. At the public meeting, 8 p. m., Dr. Higgenbottom , who has been an agricultural missionary in India over 20 years , will speak on the work there. He is the first elder moder- ator of the General Assembly in many years. Presbytery Will Hold A Moderators ' Dinner The Patchogue Chamber of •Com- merce has placed on file at the Mun- icipal restroom at 57 West Main street , for consultation or distribu- tion , copies of a digest of the Fair Labor Standards act of 1938, receiv- ed recen tl y from the Department of Labor , wages and hours division. John V. Van Pelt , chamber secretary, points out that as th ere is a penalty of a $10 , 000 fine of six months in jail for failure to comply with this law, examination of the digest will probably be of ' interest to anyone in this vicinity, whose products are shipped across state borders, • C.
