Charles Zahra , 20 , of Manorville , a rrested at fManor- ville Thursday on a charge of hunt- ing without a license , receive d a sus- pended sentence when arraigned be- fore Judge Ulysses Johnson of Cen- ter Moriches. « Aggregate Is $949 , 777; Few Sp e ctators and No Objecti ons Town General Items Amount To $450 , 750 — Highway Items $499 , 027 W ith only a dozen specta- tors present , none of whom ex- pressed any obj e ctions , the Brookhaven Town board set something of a speed record last week by adopting the proposed 1940 town general and town highways budgets aggregating $949 , 777 at the close of a half-hour public hearing-in the Town hall , Pat- chogue. No change was made in the estimated figures of eith er budget. The adopted budget for the town highway department totals $499 , 027 , an increase of $115 , 715 , or 30 per . - cent over the budget adopted last November. The 1940 figures in- clude three proposed special improve- ments costing $19 , 000. Last year ' s adopted bud get of $383 , 312 included one special improvement costing $10 , 800 , but this project , the Manor- ville bridge approach , was not under- taken. The adopted general town budget totals $450 , 750 , an increase of $96 , 229 or 27 per cent over the current year ' s expenses. This increase results •mainly from a rise of $30 , 617 in pay- ments on the town ' s bonded indebted- ness , of which the largest portion is due to work relief projects , plus an appropriation of $51 , 235 for home relief , a new item brought into the L to wn budget by the recent return of reiSef-afeiiftistrai^^ to the town. The hearing was scheduled to start at 10 a. m., but at this hour no tax- payers had yet appeared , so the board waited until 10:30 before start- ing the session. By this time , a half- dozen per s ons had filed into the new board room , and the rest came in while the hearing was in progress. Most of the 30 minutes required for the hearing was taken np by the reading of the budgets , item for item , by Town Clerk Andrew B\ Havens. After an item had been read , • Su- pervisor Edgar A. Sharp would ask for comments. Often in \ former years , annual budget \ hearings would play to a \full house \ and the request for comments would be greeted by three or four persons seeking to take the f loor at one time. But not so Wednes- day. The 30-minute mark represents a 17-year record. There were but two or three inter- ruptions in the quiet routine of the entire proceedings. One of these was made by Arthur M. Swezey of Patch- ogue , f ollowing the reading of the Town police \ budget. Mr. Swezey asked concerning the number of men employed on the police force and their salaries. Mr. Sharp replied , saying that there are 26 men on the force , the jurisdiction of which is Brookhaven ' s 400 square miles of territory. He said that each man is started off at $2 , 000 a year , but must supply his own car and purchase his own uni- forms and incidental equipment . Mr. Sharp also mentioned the four po- lice patrol cars that are used in po- lice work. He explained th at in some towns , the police are supplied with cars and equ ipment , but receive less compensation. As to the home relief item of $51 , - 235 , board members explained that whereas $23 , 000 of this -will be used for actual home r elief , and the re- mainder for administration of home relief for the year , the $23 , 000 figure is merely a nucleu s of the home re- lief proposed expenditures , and that additional funds for this purpose will be borrowe d when needed. It is estimated that on the basis of past experience under county jur- JsdictronT^Bi-ockh ^ aven ' s home-- relief costs for the coming \ year will be ahout $110 , 000. The salaries of in- vestigators and clerks employed fox home relief work are. reimbursable by the state up to 40 per cent , it was explained. The only other interruptions of the hearing came after the reading of the town highway budget. One of these was a question by Anthony Kreutz of Holtsville concerning the possibility of having the Town High- way department do something about improving Long Island avenue. Town Highway Superintendent Harold F. Davis replied , saving that for several years , the state had indicat ed it was going to take over Lon g Island ave- nue , therefore the town had hesitated to do anything, with this road. Before a vote was taken for adop- tion of the highway budget , - Justic e of the Peace Carl Buhland of East Setauket asked Mr. Davis , \Do you really need: this full amount of $499 , - 027 , as estimated by your depart- ment?\ . . . ' * . Mr. Davi s replied , \I certainly do , in order to bring a number of the town roads into first class condition so. as , to keep up with the times. \ He explained \that in* .; some instances in the past few years , he had to use general maint enance funds for cer- tain highway work , special improve- ment funds for which had been strick- en from the budget. . Th ere was not a dissenting vote on either budget. Board members expressed surprise at the speed of th**session , some saying that in view of past experiences , they liad told their wives they would not be home until long after supper. It was a surprise to others , too. Throughout the rest of the morning and during the afternoon ,. ! petfple , though in no great numbers , arrived at the Town hall to take part in the hearing, which was already con- cluded.
