Both will be appointive jobs, the health commissioner to be chosen by the board of health while the Welfare commissioner will be named by the county executive, subject to the approval of the board of su- pervisOTS. As the situation now stands, each town, village and city 'nas its own health service and some pay more attention to It than others, as a result, there Is little in the way of organized health activities which, the chartfer commission the county health units will borhe by the state. In urging the board of public |Wellare, the charter commission ex pressed'the need of a fundamental revision, of procedure in the care of public dependents. Economics con ditions and new legislation have resulted_in,,a great Increase In the ’ volume of public assistance and made It Imperative, In the opinion of the commission, that the whole relief situation be placed under a single controlling unit. At the present time, rellel work Includes institutional care of de pendent children and adults, medi cal and hospitalization, mothers ’ allowances, care of dependent and dellnqilent children, care of .physi cally handicapped children, veter ans ’ relief, relief for the blind, old age assistance, home relief and work relief. Ail but the 'last ' two are taken care of new by the wel fare officers in the three towns and the two cities.
