Therefore the outstanding point of inter- est of the month naturally is the response of business to the ef- forts of the NRA. Realizing that a great deal of time and; effort would be re- quired for the development of a code for each innustry, the President ‘has promulgated the blanket code plan. Under this plan every firm in the country has bbeen requested to certify compliance, thereby whatever impetus it could to the moveuent for increased purchas- ing power throuyh higher wages and lower hours. Under the blanket code plan most of the firms in the country have endorsed the provisions of the recovery act. Allegations have been numerous, however, that firms which have signified compliance have failed to \carry out the spirit of the act by, for insttnce, lowering wages of more highly paid employees in order to raise the wages of lower-paid help to the agreed minimum without increasing the total lab- or cost. There has also been some adverse reaction to the law by those who are opposed to col-; lective. bargaining as interpreted by the government.
