Santino hears concerns from page 5 First the complainant must send a writ- ten complaint to the town attorney's office. They will then send the offend- ing homeowner a warning letter. If the problem continues, the complainant must send another letter and the town will send a sterner letter to the offender warning of a fine. If it still continues, the complainant must keep a log of con- tinued offenses after which the town will issue an affidavit and begin legal proceedings. Inspector Kennedy of the first precinct noted that their officers could give the offending homeowner an appearance ticket, provided the dog was barking when the officer arrived. Resi- dents shook their heads at the need for such complicated measures. Inspector Kennedy answered numerous complaints, stressing at this meeting, as he has in the past, that people must complain to the police and not simply among themselves. When some residents i m p l i e d that police comments and reactions to their complaints were not satisfactory, he again gave his own phone number (573-6142) for follow-up. There were several complaints regarding sanitation and code enforce- ment. Mr. Santino d i s t i n g u i s h e d between town sanitation and Sanitary District Number Two. Residents want- ed better code enforcement by both jurisdictions as well as more care by sanitation workers on their routes where it was alleged that they \drop more than they pick up.\. Also explained was that, by law, it is the responsibility of home and business owners to clean their own sidewalk areas. The town can also enforce laws regarding high grass - writing letters, issuing warnings and eventually cleaning or mowing and assessing the cost to the property owner. Other items clarified was that real estate firms and homeowners can only have \for sale\ signs on their properties for thirty days and realtors must have permits which are, in some cases, renewable. Also commercial vehicles may not be parked in the street between midnight and 6 a.m. Police statistics show a decline in most crimes in Baldwin, although drug arrests are up. Inspector Kennedy described investigations at several busi- nesses, including Phat Daddy's, which is now \closed for good.\ Police have also issued an appearance ticket for the owner of another bar where vice activi- ty was detected. The Inspector said he would look into complaints regarding vagrants at the LIRR station although that patrol is the jurisdiction of LIRR police. He also described various s t i n g operations regarding the sale of cigarettes and alcohol to minors as well as several undercover drug investigations. Another resident said that he was told by telephone workers that \the tele- phone wires in Baldwin are old and in terrible shape.\ Mr. Santino said that he Become a Leader Reader. He also assured people that both state senators are completely opposed to sending any children from the Roo- sevelt School District to neighboring schools.
