O p p e n h e im e r: There are a whole bunch of issues which sre linked to quality of life: real estate taxes, over crowding of schools, crime and the delK-ery o f services. It b my responsiW* tty to belp to fmd a way to provide these services In an efficient way that costs less and produces more. Glynn: High property taxes. School taxes are the number one problem and the overwhelming re^mise 1 have had from the people I’ra ^oLen to. We must work very hard to continually reduce these taxes. We must cut thro u ^ the fat by reducing staff through attrition and early retirement incentives. Do you favor an allematlve means of school funding, such as a county* wide income tax or increased sales Ux? Oppenheimer; Sales tax is regressive and it hits the lower income people. It is not based on ability to pay nor is income lax tremendously viable. The answer lies in finding dependable recurring rev enue source, not real estate sales but a combination of things. For example there should be more revenue sharing w ith the state and federal gov emment. Glynn: I'm not in favor of any new taxes. We should continue to work with the state to relieve the school taxes. Do you favor the county executive's proposed budget (both Income and expense) for the 1997-98 y ear? Oppenheimer No. The rev ecue prelec tions are way off base. The County Controller's memo dated Oct. 20 has some very serious concerns about the ability o f last year’s budget to be break even. The expenses are more reasonable. Spending side is pretty good. Candidates for Legislatue District 19, which covers part of Freeport, South Merrick, South Bellmore, and parts of Wantagh and Seaford are Republican Ed Ward o f Seaford, the incu/r^nt, and challenger Mike Byrne o f Freeport. They were interviewed privately and were unaware o f each other’s respor\ses to the same questionx 'What Is the single most Important problem that you see at the conaty level? W ard: The single most unportant prob lem is taxes. If 1 work bard to cut county taxes five percent and the achool taxes go up seven percent, I get blamed any way. 1 get calls and letters every day from senior citizens that taxes and the ULCO bill are driving them out o f the county. W'ard: To lower real esuie taxes, I am not in favor of a county iscoote tax. It is a drag on the economy from what I've seen. A sales Ux is so volatile. There is a movement away from sales tax now. Reassessment is the answer but I don't know how to do thaL Gtynn: 1 have no* been privy to all Lhe information regarding the county bud get. I hiv e no comment Byrne. I would favor an income tax and repose an increased sales tax because it is self-defeating. If the county sales tax is higher than Suffolk or New York City, where will the business go? An income tax would raise the money we need, but actually it b the responsibility of the state and federal governments to prov ide these funds. We have to be careful not to cut services. f have obtained $5,000 for the Wellness Program and S5.000 for the Southeast Nassau Guidance Center, very important cotrunurJt)-based programs. I am also a leading pmmoter of senior-cit izen housing. Byrne. More than 14 percent o f the bud get is devoted to debt serv ice. Wc arc borrowing money to balance the budget The 22 percent salary increase to the police department should have been phased in over several years.
