Stringent rape laws proposed y o Senator Norman J. Levy hai announced that he has joined with the State Senate Republican Majority in sponsoring a comprehensive package of bills aimed at aiding law tnrorcement agencies in detecting, arresting, convicting and jailing rapists. Among the bills included in the package are those which would: Q < a • Allow courts to sentence multiple or serial rapists to life without parole. • Apply stricter penalties by limiung plea bargaining. • Create new offenses of aggravated rape, sodomy ^ d sexual abuse when the crimes involve force, a deadly weapon or a dangerous instnimcnt. • Eliminate youthful offender status for youths convicted of first degree rape, sodomy or aggravated sexual abuse. • Legalize possesrion of State police approved Mace-type self protective devices. . • Allow the victim, or in,the case of a homicide, a member o f the victim's family, the opportunity to make a statement bcTorenhe deT^dant is * sentenced. . • .Provide that the reasons for granting parole be stated in writing and authorize victims access to .th e information and require a district attorney to notify a victim of the disposition within 15 days. • provide confidentiality for communications, except for specified exemptions, between victims and rape . crisis counselors, • Require a minimum of 12 houR of sex crime instructions for all police officers. • Establish a statewide toll free hotline to inform rape victims and their families about the availabUity of ■ information and counseling referral services. Police arrested Gary Paquette, who has no known address. According to police, they obtained a fingerprint from a metal cup that had been thrown during the burglary and matched it to Mr. Paquette. Man overboard Police received a report from the Coast Guard Saturday, July 7, that a man had been reported overboard on a fishing boat out of Freeport. As of presstime, Richard LaBarabcra,'45. of Queens had not been located.
