More school budget review in Freeport by Maurice Ibrge by Elyse Ddvld **We^ down real thin,* said Soperintendnit , . P r . . John E, Bienrixth as the Board of Educt’ tion of the Freeport School Dis< irict last week coofcloded a fine by line review of the proposed 1989> 90 bodget. According to Dr. K e rw ir^ school budgets are more refined and precise with very Uttfe cushion b ^ in. Dr. Bierfriith and the members of the Beard- were joined by assistant supeiiotendents and «rfnrj»«ttaiyn‘in this;'the second pan of a two p m public budget pUnning ses&on. The previous sesrion on .March 9 focosed on corriculum and instruction. Cen tral Services Operations and Maintenance, indoding odUty usage and cartage. Also reviewed were costs attendem to the Board of Education, distria clerk and finance. The second session, on March 16, featured an item by item review of Special Education, instructional support, compute assisted instruction ' and gui- ^ dance. Also evaluated were ' health and psyeholop^ servt* ces, co<urricuUr activities, inter- scholastic sports and tran sportation. ~ Some of the areas wfaidt trill requite less fminrial support in 1989-90 include retirement, secondary sdteduling and com puter asnsted instroction. John Sexton, Assistant Superintend ent for Business, eomaented on the value of computer asristed instnictiott^ relaying bis recent experience in the Ciblyn compu ter lab. He arrived at 8:30 one morning to inspect some carpet ing w l ^ needed ckaiun^ only to find the terminals occupied by a crew of eager and attentive youngstendmng math problems. What be found significant was that the Ciblyn school day did not b e ^ for another hour! Some proposed budget increases rcmll directly from sto- dem adiieveiacnt An additional S4.000 fo r field .trips was requested- for Odyssey of the Mind and rimtlar competitions. (eeotkwed on pat» 1G Baldwin Board adopts proposed budget by Joan Delaney After three weeks of public dis- CQssioQ by the Baldwin Board of Ednoitioo and months of inten sive scrutiny by administrators, the Board of Education adopted the 1989-90 school district budget which it wiB subimt to voters on May 10. 1989. The S4S.944.895 proposed budget represents a 6.7* percent rate increase which trans lates into a S2.40 increase per hundred dollars of assessed valuation. For a home assessed at S6S00. tips represents a total yearly tnmaae of S1S6 or $3 per week. Board president Lorraine DeOer noted < that the budpt presented by Admirnstritioo to the Board three weeks a ^ represented a \ t i t t e r \ budget than ever scM beforti During the previous two budget bearisigs. the Board discussed the budges code by code and line by line. At the March IS meeting. Board member Thomas CamA questi- otied many specific lines and' .requested justification. The bulk of the discussion, however,'cei>- tered not on the expenditure por tion of the b o d g ^ but rather on the revenue portion. T a x a paid by homeownets rtfleci that portion of tbe sdiool budget w ln^ is not financed by other revtonea. The main “out side* source of revenue for a school district is state aid. This indodcs operating aid and tpe- lid such as high tax aid and supplemental support aid. Mrs. DeSer noted that statistics on state aid are deceptive since tbe large numbers usually only reflect reimbuisemetits for trans portation and capital improve ments rather than any new oper ating aid. VHuIe projections concerning state aid are not “guesses.” at this point they are t^onned “gues- stimates“stoce tbe State budget b not final Although the G c ^ - nor^ b u d ^ would actually reduce new aid for Baldwin, it b czp c c ^ th a t after comprombe. Baldwin wiD tee some increase. Since Baldwin offidab ahriys offer conservative “worse case* projections. Assistant Superin- tendem Lee Chapman b only fac- UenUy id } Bt It seemed from their reactions that Freeport waterfront business people, like their peers on tbe test of Long Island, have had e n o n ^ of boating and fishing bashing. They resented tbe way some of the inedia sensationaUzed tbe waste problems on tbe coastline last summer and took it out on tbe marine industry instead of placing tbe blame where it b e lo n g - tbe oe^gent waste remo%Trs and tbe government agendes that 0 %'CTsee them. Now comes a Washington adminbtri- Uon proposal not to lolp dean up. ^ t , according to boatmen and merchants, to tax salt-water angers to reduce the federal deficits. Some of tbe waterfront people said they would not look a s k a ^ at a fee on tbe maritime industry to dean up and police t h e a te r - ways and tbe coasUme. BursHijer or “user fee,* or “ revenue enhancement* on tbe indhidui} an^er to make up for tbe deficit b “outrageous,* according to one of them. ^ p t i i n John McCormick of tbe im ty boat Captain Lou V, when approached at tbe dock on Wooddeft Canal said “a sah- water fahifig license on recrea tional angers could destroy our business. We get local peopte and many tourists, some of whom come in to spend a day on the water. Thb kind of Beease would make reertational fishing profailMtive for them.” Over at the Hndson Point Marina, at tbe foot of Anebotage W ay, Lon T o z z a lo, vice- p r e s e n t sras taken aback when be read tbe news, “it definitely another dbcouragiog element for people seeking recreation on tbe water. Such a tax would hit hard est families of modest means who go on a day^ outing.* Doug Aries, who nms Captain Dong from Wooddeft Avenue, was rather blunt srben be com mented on tbe xpgiing report. “Is that why 1 voted for Bush,” be snapped, “to put me out of busincss7“ At the Duoart Custom Rods store at 42A Wooddeft Awoue, the owner, Frank Finkler was rather reftohre.” U thb b just another dbgnbed tax, 1 am aQ against it,“ be said. “P e ^ le are T ^ y to pay for keepng tbe waters and coastline cfcan I am all for a dean enrironment every where. But not for taxing the boating and fishing butiness just for g e n ^ revenue.” Mr. Finkler also runs the 36-foot Sport FUhennan boat “Outrageous” Jtom the West Wind Yacht Qub.
