Several said they had been left in the dark about the sale, learning of it in the newspapers. Philips’ development^ of the, area is contingent upon the approval of the Village’s Urban Renewal Plan, now in draft form and headed for Freeportk Plan ning Board, which will conduct a public hearing before making its recommendation to the Village Board, Director of Planning and Community Development Eric Hemphill told The Luder. The Village Board of Trustees would then hold another public . hearing before giving final approval to the Urban Renewal Platt, Mr. Hemphill said. The Board voted a little over a year ago to .declare the area blighted, and the Village is empowered by State laV^ to deal with the area by acquiring the 22 privately owned propertiesat fair market value, to be determined by two independ ent appraisals. The draft Urban Renewal Plan calls for the acquisition and clearance of all properties in the. Urban Renewal area with the 'possible exception of the old bank building, which is not a part of the contract with Philips, Mr. Hemphill said.' A deli has to be convenient — you have to have the right spot,\ a spot he says he sought for six years before pur chasing the slore. He said most owners were wil ling to fix up their properties, and described how additional parking could be added to. the existing buildings. “We want to show the Mayor an alternative rather than hurting all these people. There are other- ways of doing it,” he said, “Why do they have a' right to take these buildings away for profit by k private developer?\ asked James Johnston, owner of Emerson Auto, who. also felt there was lack of communication on the part of the Village. “The only thing I know is what 1 read' in the paper,\ he complained.
