Last year Mayor Dorothy Storm, stating that prostitution, often practiced to support a drug habit, is no longer a ‘hrictimless crime\ in these days of AIDS, announced'that not only would the Mmes of prostitutes arrested be given to the media, as has been done in the past, but also the names of the men arrested for soliciting a prostitute. ' Senator Norman J. Levy, Chairman of the Legislative Commission on Critical Trans~ pottation Choices (LCCTC), today called for an “overhaul\ of New York State's anti-Boating While Intoxicated (BWI) laws. Senator Levy, who also chairs ' the Senate's Standing Committee on Transportation, released recommendations which are included in a forthcoming LCCTC report urging New York State to significantly strengthen its BWI law by: requiring boat operators suspected of BWI to submit to a breathalyzer chemical, test with suspension of boat operating privileges fpr a refusal thereof; an automatic suspension of boat operating privileges if death,or serious injury accom panies a BWI charge; lowering Blood Alcohol Content (BAC) levels for operation of commer-. cial vMsels; eumination of man datory boating safety courses as part of any BWI penalty; increased funding for anti-B\VI efforts through a dedicaled BWI penalty fund and permitting Stop-DWl funds to be utilized, for such purposes; increased edu cation for both the public and law enforcement concerning the dangers of BWI; and implemen tation of a pilot program of selec tive, intensified BWI enforce ment in areas of congested boating activity. Levy said that according to the New York State Office of Parks, Recreation and Histori?
