Levy Blames Assembly For Killing Welfare Reforms ROCKVILLE CENTRE • State Senator Norman Levy last week called the costs of “ welfare abuse as an important factor in the trend of business, industry and jobs moving out of New York State. Levy, Chairman of the Senate Labor Committee, chided the Slate's Democratic dominated Assembly, and its leadership, for refusing to deal with impor tant “ welfare reforhi\ issues during the 1976 Legislative Scs* “ Welfare reform is one of the most pressing issues facing the. State today,” • stated Levy, sponsor of legislation that would have stopped the influx of welfare recipients from other states, by instituting a residency require ment. The Icgisla^n was sub sequently overturned by the United States Supreme Court. ' “The only real hope for imme- • diate taxpayer relief from soaring welfare expenditures rests in the reduction of benefit levels,” Lew added, ‘]ahd the State..
