While I did not initiate this project, I have followeo Its progress for the past year since its submission in March 19G5 by the Free port Board of Education. I have always maintained that t :------------------------- - ------- ^— the administration of our schools Lg expressed to me by the Office should rest with our local School ] of Economic Opportunity rvas Boards , nevertheless I cannot f : : a \ 'S ' l i a T H E LEAPED withhold my feeling of .disap pointment that the newly-elected Board of Education in Fi-eeport failed to confirm the approval given this project by the. present Board-of Education.. This grant would have .been the largest single Federal grant ever made to a school district in the United States-.$1.1 mil lion. The Office of Economic Op portunity today approved a similar project in Chicago, lili- .nois, and I expect that a num ber of other communities in the New York metropolitan area will now enter the competition for a similar demonstration program to be located on the East Coast. The program was to determine the -feasibility, _.pf the “Talking ^p e w rlter” technique for train ing, on a voluntary basis, pre school children, school drop-outs and unemployed youth and adults. It would have been a tribute to the Village o f , Freeport to have been selected as the site for the demonstration project. Experts in the field of educa tion in the United States jwould have come to rreeport to: study ^ e results of this demonstration program. 1 have discussed the “Talking Typewriter\ program with Sar gent Shriver on a number of oc casions during the post year and the merits of the program were pever' questioned. . FR 8*8912 “As you know, we were fav orably disposed toward the Freeport proposal because of the' qualification «nd experi ence of the Superintendent in this type of program. However* as wc reached the point of preliminary contract negotia tion, it became evident that there was. substantial opposi tion to the program within the community. Because we are re luctant to commit a substan tial contract to an area where the program is known to be controversial,'*} we informally polled the school board; of ^he Union-Frcc-School-Dislrict No- 9 as presently constituted and as it will be constituted after July 1.
