The service will only be available for first-class mail having .no value. The mail may be sent by air if the required air mail postage is paid. Re turn \receipts may-bee reffyosledj-at the-time of-mailing- only,-and special delivery service will bp available on payment of the required fee. T h e fee for certified m all will be 15 cents. A fee of 7 cents will be charged tor a retu r n receipt show ing to wh^m and when th e letter- is delivered. W hen \a retu r n receipt showing to whom, w h en and the ad dress of delivery is desired a fee of 81 cents will be charged. A certified m ail stam p for pay m ent of the fee is available. How ever, the fee and postage m ay be paid by ordinary stamps, /■meter stam p s or perm it imprints. Senders m ay m ail certified mail a t the post office window, lu the mail drop or tn street letter boxes. They may obtain blank certified mall coupons w ithout charge a t the post office. B lank retu r n receipts m ay also be obtained if desired. T h e following is the procedure to follow in mailing: a. E n ter on the receipt portion o f the certified m a il coupon the name and complete address of the person o r firm to whom t h e m a il is addressed. If return-receipt service is wanted, check block to show the fee. 5. If return receipt is w a n ted en-. ter the certified mall num b e r on the return receipt card, address it to yourself and attach it to the back of the envelope. If you desire .the .xeturn receipt to show th e ad dress whEre the letter was delivered, there is a block a t th top of thi form which m u st be checked by you. c. Be sure__to., a ttach sufficient postage stam p s to the-envelope to pay the certified m ail fee, first- class postage, return receipt fee, or special delivery fee. d. If you w a n t a postm arked sender's -receipt, attach the certified mail sticker to th e letter and pre sent the letter and the completed coupon to the postal employee e. If you do' no t w a n t a post m arked receipt attach the Certified Mail sticker to the address side of the envelope directly above the ad dress. detach your receipt and de posit the letter In a letter box or m all drop. The Post Office D e p a rtm e n t will issue a 15-cent stam p , to be used-ln connection with, the new certified m a il'service The stam p will be ’ 0.84 by 1.44 inches in dimension,, arranged ver tically w ith a simple picture fram e effect, printed by the rotary pro cess, electric-eye perforated and is sued in sheets of 50. The color of the stam p wlllibe red. T h e overall design of the stam p -portrays a uniform ed letter cairler on a lig h t- g r a d u a ted background.
