School fid. [Continued from page 1] sibility upon the School District, was not counterbalanced by the interest and validity of the library seeking to avail itself of the opportunity to secure funds in the eyes of the School Board. The application for a grant required immediate filing and a referendum necessitating the scheduling of a vote in late December during the busy holiday season. The Board of Education indicated that a vote \at that particular time would be unfair to the taxpayers of this District.\ The library is dependent on the School Board for much of its affairs. It does not have the right to own property or issue bonds on its own. This means that the School Board would issue bonds as well as own the property. More than one Board member in- dicated that he wished the whole matter was in the hands of the library board, particularly since costs of this nature appear under the school, not library, budget. In rejecting the request, the School Board regretted its refusal but called for un- derstanding of the sincerity and seriousness with which it reached its conclusion. \The decision to deny your proposal could be quite different,\ accordig to Ranieri, \if there were an inadequate library system in operation in Farmingdale. It was also known that the recent voter approval of pur- chase of the South Farmingdale branch and the current negotiations with its present owner had a bearing on the decision of the Board of Education. Voters had approved that move, as they had approved the sale of Main Street, and the library proposal would involve a reversal in direction of public wishes already expressed in balloting. The proposed vote, it should be noted, only gave the library authority to apply for the grant. The grant had not been approved and would be in competition for funds with every other level of government in New York State. Official estimates indicate that there will be 10 to 20 times as many requests for funds as could be approved. The federal government has been considering some form of public works program for 2 years. The $2 billion Act was finally signed into law to stimulate economic growth and cut down unemployment; it became law when it was signed by President Ford during the first week in October and a very early closing date has been implied by federal agencies involved in the program.
