In a pre- pared statement , the association commented: \As most of you gentlemen know , the LIA has campaigned long and arduously for the crea- tion of such an agency to coordi- nate governmental action on a number of community develop- ment projects which cut across county lines. \Some of these projects , par- * tlcularly those ln the fields of transportation , water supply, water and air pollution , landuse , recreation and urban renewal re- quire large sums of money, far. beyond the means of local , coun- ty, or state budgets. Yet all have Impact on our local economy. Long Island' s ability to qualify for federal grants earmarked for these projects depends upon the creation of an offi cial regional planning body assigned to study and make recommendations aimed at solving these regional problems. \At the same time , we ac- knowledge the responsibility of ths business community ln plan- ning, and the . necessity for co- ' operation .with approved planning , programs. An enlightened pri- vets sector is vital to the im- plementation of the proposals of s Bi-County Planning Board , and as a complementary step to the formation cf such a Board the LIA will , during 1965 , hire onit s staff a competent , professional plan- ner to work as a coordinator between theNassau-Suffdlk Plan- ning Board and the business com- munity. \The LIA will do no planning, but will serve as the coordinator between Long Island' s business community and the planning board to avoid uncontrolled commercial • strip development , unsightly in- dustrial areas and other objec- tionable features of an unplanned economy. \We therefore , today, move ahead together with the govern- ments of Nassau and Suffolk Counties in planning the future growth of the Island and for the entire business community ac- c ept the challenge — equally with government — for planned com- munity development. \ Group fo Pres&nf Findings On School Systems Survey The Central School Boards Committee for Educational Re- search (CSS) will present the preliminary findings from its Quality Analysis Project for the New York State Central Schools at a dinner meeting for educa- tors and interested • citizens of Suffolk County at 7 p.m. Jan- uary 13 at Perkins Inn , River- head. It is sponsored by the member school districts of the CSS In Suffolk County. The CSS Is a statewide organ- ization of some 350 central school districts which work co- operatively to improve educa- tional opportunity for the child- ren In those districts. The CSS is an affiliate of the Institute of Administrative Research at Teachers College , Columbia Un- iversity. At the meeting, Prof. William S . Vincent , executive officer of the Institute of Administrative Research , will discuss two In- struments being currently de- veloped by CSS to measure the quality of a s chool system: Out- put—achievem ent tes t scores related to student I .Q.; and pro- cess—what happens to the child In the school situation. Mrs. Balsan , the former Duch- ess of Marlborough , actually left an estate worth several millions , according ts some sources. The bulk of her fortune was left to a granddaughter , Lady Sarah Russell , wife of a news- .paper publisher. Much of her bequests are in -die form of trusts. Other granddaughters are left bequests including paint- ings , portraits , furniture and furnishings. Klouda of Huntington as deputy commissioner of labor was an- nounced today by Suffolk County Commissioner of Labor , Lou V. Tempera. Mr. Klouda , a graduate of St. John ' s University and St. John ' s Law School , was named to fill the vacancy formed by the res- ignation of John E. Long, Jr., who left the post to enter private law practice . Mr. Klouda brings with him a first-hand knowledge of union structure and local labor relationships which he gained as an active member of Local 25 IBEW. He has been a compliance of- ficer in . the Office of Labor- Management and Welfare-Pen- sion -Reports ln the United States Department of Labor.
