Oresl-:0- vich of the Lackawanna Charter Revision Committee has announced that he will resign from the com- mission immediately. He has given as reasons the fact that he is in poor health and that his business now requires that he devote more time to it. Mr. Oreskovich has served as chairman since early in 1947 when the commission was first organized. At. the final meeting of the com- mission held last night the com- pleted draft of the proposed city charter was presented. Copies were distributed to those who at- tended the meeting‘. The completed city charter will now he presented to the common council and then put on the ballot in November for the voters to de- cide whether or not they wish to adopt it‘. Probably the most outstanding feature of the proposed clmrter is the creation of a fifth councilman in the city hy having: a councilman- nt-largc elected. This would still give each of the four wards in the city a council member but would avoid the possibility of I tie by having five members in the legisla- tive bndy. The mayor would thus not have to vote in case of ties and he would be removed from legisla- tive functions so as to concentrate on his executive duties.
