It is expected that it will bo some time before the court will get down to actual work. Ho much time is to be devoted to formalities, appointments and getting the personuol of tho clerkship of the board iw order before the real work of taking testimony boging that it is expected that at least Monday will have arrived be- fore the proceedings will have advanced to the stage of taking testimony of those who can testify on mattors of sufflcieut importance to claim the attention of the poople. Procigoly at 1 o'clock the members of the court will be seated, Tho judge ad- yoento first will address the court and read the precept under which it is con- vened. The moxt step will be the re- cognition of counsel by' the court and Captain Lomley then will introduce Mr. Hulse as the oificial stenographer, Next will come the most interesting part of the day's procecdings, namely, the chal- leoging by Admiral Schley's counsel of tho competency of Rear Admiral Howi- sot As & member of the court. 'They will reiterate the charge that Admiral Howi- son had expressed an opinion adverse to Admiral Schley and it will be the object of counsel to support this charge by affi- davits and perhaps by oral testimony. 'Fhoro will be no appeal from the de- cision of the court on this point. Ad- rairal Schloy aud his counsel suy they are in complete readiness for the opening of what is looked on as one of tho greatest naval trlals in history. _ All mombers of the court are now In Washington, Rear Admiral Howison, the third member, arviving 'Fuesday night. Admired Mowison was extremely guarded in answering inquiries respecting the court of inquiry. Ho said it would not be proper to say anything for publication in advance of the meoting of the court ag to his own intentions or probable line of getion of the court. It was evi- dent however that lhe has not in any degree altered his resolution to serve as a member of the court, if the other mem- hers accept his own view as to his quali- | of its members to try to magnify its im- calling Admiral Sampson, While observing all the forms that are necessary to maintain the dignity of the court, there is no disposition om the part portance by useless ceremony, Therefore there will be no waste of gunpowder in alutes nor will the marines be turned ut in state at the navy yard as the three admirals make their way to and from the building where the court will meet. They will go to the yard in plain clothing and thus relieve the commandant of the nec- essity of ordering an official salute. In the commodious retiring room adjacent to the court room provided for their ac- REAR ADMIRAL HOWISON. comodation they will arsay themselves in what is known as the naval dress uni- form. This is not what is known as \special full dréss\ but is very nearly such, the main difference consisting in the elimination of the cocked hat. In- stead Admiral Dewey and his fellow members will bear simple naval caps, although in the case of officers of their rank the cap is almost encrusted with gold, save on top,. 'They will wear the naval frock coat and gold epaulettes and the service sword. After the first day this uniform will give place to the easier, though less impressive, naval undress uni- form, divested in large part of the heavy gold trimming of the dress suit and even | permitting the wearing of a comfortable blouse.
