THE WEEK’S SUMMARY. I'rlvwt* Ronntem (indht. Private pension cases wore then taken up, and during the debate Mr. Ingalls created a sensation by protesting against ConunUudonor Black of tbe pension bunmu enjoying a pen sion of $100 a month while be, as Mr. Ingalls contended, is engaged in inqmding and pre venting tbe granting of pensions to others just, as deserving He declared luai, the pen sion wan granted on false pretenses, and ho denounced (Jon. Block u*» “that imposter,\ raj mating tbe epithet jeveral times, and say ing he fully appreciated the force and tho effect of the wor»Is. Ho said th a t Gen. Black, a conspicuous beneficiary of the pension sys tem, was using all his jx>wor und his in(luom*o to |»oi Kiiade the president to veto small pen* slons to deserving men. Mr. IngullH aawrUd that (Jen. Black hud slandered hLs prede cessors. He added that one of thu first a-U of Commissioner Black was to stop tho pen sion of a constituent of his (Ingalls) named Robinson, who wns totally blind from wounds, and that Secretary I*umur after inquiry re stored the pension. Mr. Voorhees defended Gen. Black and re*nI the report of the committee allowing the pension to show that he (Black) did not ask for $100 a month, but that sum was a l lowed as a recognition of his distinguished service*. Mr. Y'oorheea said that if it was any gratification of Mr. Ingalls to abuse nn l denounce a crippled veteran, a wrec k of a man, he might enjoy It; th a t he (Voorhee*) would not have those words on bis tongue for any consideration Mr. Togun would not say thut Gtn. Black was not entitled to tho pension. Mr. Cwkrell defended the committee on pensions. He said the senator from Kansas hail gone o u t of his wuy to make a personal onslaught on Gun Black, and had tried to create tlio false impression t hat theae claim niita, who came to congress for relief, ware persons whose claims hml been rejected by the present commissioner of pensions. Mr. Voorhees warmly dofended Gen Black. He hml known him since lie was a hoy of 10, when hu broke away from college te go into the army. Gun. Black’s military ser vice* had lieen exceptionally brilliant. Ho *aw Gen. Black when the pension was ap plied for, and he did not conceive it possible for a human being, wounded us Black was, to live. He was thun wanted to a skeleton; bone* had Iwen cut from Ida arms and a sim ilar operation was threatened as hi his legs. Mr. Voorhoes had often k*ft his side desjmir- of over seumg him alive again. Ho (Voorheest heid himself responsible te answer for tbo Juste*) und propriety of tho pension anywhere and every where. It hud not lieen obtained under false pretences. Gen. Black was to day performing his dutioH, while open running wounds from shattered Unics were draining his strength. Those who know Gen. niack would hear with jiain the remarks made by the aeiintor from Kansas—not that thuir opinion of Gen. Black would be changed, but tmcause a senator used bis position te thus speak of a man who was helpless to •trike Imt k in his own person. Mr. lugniis said he did not stand hen* to disparage the valor or courage of Gen. Blaek, but merely asserted that that officer hud re ceived his present pension uj*>n allegations that did not exist and that do not exist to day. As to Gen. Black’s wound*, Mr. IugalLs remarked that no pension could lie too large for them* wounds. It was not of the largeness of the pension that ho complained. No man could be puid w'ith $100 a month for being tern by shot ond shell. W hat Mr. Ingalls complained of was that having obtained tho pension on those pretexts “John Charles Black” should have signalised his advent Into the place he* now’held by protest against tho pavment of smaller pensions to men who were iu* greatly disabled as himself. He (Gen. Black) stood to-day co-operating with the president of the United States in vetoing Mttle measures of relief at $8 per mouth to )>rivate soldier* who could not secure sufficient evidence to establish their claims before the pension oflhe. He (Ingalls) protested against John Charles Black enjoying a peu- *ion of $1110 a month ujx>n ptelexts that did not exist, and at the same time using the ; efTorts of his g n a t offlc** to prevent the puy- ment of pensions that hud l**on lawfully pro* vidad for One of hi* first offic ial acts hud bean to # unjm nd payment of a jMiision to a citizen of Kansas, who for nineteen years bad not sia n the light of the sun, nor the face of wife or child, a poor wretch doomed to per petual darkness Aral Isolation, whow* pension in any event $28 a month It s*, than that n*- eel ve* | hy John Charles Black, though Mr. Black could « rite his name with hi» disabled hand Bo plain was tlie case, however, that Hecretnry I o m a r directed it te U* paid in spite of the protest of John Charles Black. Mr Ingalls in tho name of thu disabled sol dier* of tiie republic protested against that imposter -he repeated it with full knowledge of what ths wcn\i meant—tlmt im|H*tur who was receiving a pons urn to which he whs not entitkd hy virtue of any disability, an*I who used bis |MwiticNi to slander and revile hi* piv- decw o r Mi V o o rhm replkd that it was well known that Mr IngullH was a t his U*st when extravagant—wbea confined by no close or aci'uratc linea. That senator has felt c om pelted to insist on hi* statement* as to Gen. Black's intellectual c*aparity having t e n weakened when there wus no statuim nt ever made to that elfuct. B u ilding Interests Seriously R e tarded •» A rrests of St. Louis Anurcliists. C hicago , May 25.—The Times publishes an article descriptive of the effects of labor trou bles upon real estate hero. Architect L. G. Halitxu'g says buildings representing a valua tion of fully $200,(XX) have been stopped in his hands. Architect \V\ L. B. Jenny says when the labor troubles came the building busiiusM was b it off short. There was a fair pfOKpoct for a building census this season of $25,000,000. Opinions of the architects vary but slightly as te the amount of stoppage, mul from the general drift it is fair to assume that the aggregate representative value of buildings erected this y ear w ill full short of tlie estimate uboirt $10,000,000. A meeting of socialist* and anarchists waa held in the oil lee of Dr. Ernst 8< hinidt., cor- j tier of W ashington street and Fifth avenue, j for the purpose of raising funds te secure i legal talent to defend Spies, Fielding, Schwab and Fisher, the imprisoned anarehista The j meeting was to have been held in tin* dub i rcxjiii of a saloon on the ground floor, but the I hicf of police said if the meeting wus heid there the sakton license would bo revoked forthwith. At least 150 follower* of Spies, uainly Bohemians, were present. The meet ing w'us held with closed doors, but the talk hjould be heard on the outside, and it wu* more or less violent in cbaracter. Tho list of funds received by Treasurer Brennan was carefully revised up to yesterday, lu addition to the ibove amount he has reccivetl ulsmt $2,000 from the sale of tickets for a forthcoming be- aevolpnt entertainment a t one of tlie thca- :ers. Saturday night was what may l » termed the flrst o utbreak a t Cummings owing to the labor question, and, although no hkxMLshed x'curred, serious trouble ix anticipated. Deputy Bheriff Gleason af>pointed ten sjxn ial ieputies Fritlay to guard the mills, nine of the men being “black-sbeep\ nailers in the •ompany’s employ. The company owns a number of tenement houses, in which are families of the union men. The deputies, or v jstrt of them, armed themselves, and with notices ordcm l tho temnnts to vacate the premises. Tlu* sight of armed deputies nat urally drew a largo crowd—about MOO and the excitement was somewhat heightened when the deputies said their authority was ibove that of the Hyde Bark j*>lieo nnd that they intended to dis|H*rso the crowd. The anly trouble that occurred at that time was the clubbing of an elderly man and his wife, but not seriously. When the South Chicago police started for the scene of trouble the d«q»- utios ran a way aiul did not return. Captain Hunt te lephoned te Hlieriff llancht t t and told him of the trouble. Thu sheriff said tho ieputies were apjointed for use in the mills anly and tiiat they ha*I no right to serve thu notices, ami that if they again went beyond their authority hu would revoke their txxn- Uiissions. They know when their contracts are <nadu that they stand tho same chances ua the owner does, and if thu cruise proves a failure they know wiutt te ex pect and accept thu inevitublo without com plaint This same system is, I think, practi cable to a considerable extent in factories and other industrial institutions. 1 am iu favor of arbitration, but 1 do not think con- groHB will ever be aide to formulate a plan te successfully a rbitrate differences between tbe employer and hi* employees.
