Goutlomon, I respectfully ask yoor atten- tion to the following statements: v If I am not mistaken, the pauper sick of AVatertown village, »vo furnished, medical aid by aoinephjiiieiaH residing in the Ward •or district ;wliere the pauper asking aid belongH. you, gentlemen j aro undoubtedly aware, thai the art or skill of healing and curing disease is diversified—not bestowed upon alj physiciafts alike. One possesses the tact or skill of curing tins disease; another that, 4e. This diversity of skill comes not within my province to explain. It is sufficient that it exists. Permit me to premise that, I am not an applicant for any office at your disposal. I claim no distinctive award for superiority of Bkill over my medical brethren. My long residence and extensive acquaintance in the county, together with my profession- al practice have procured for rae the repu- tation of curing certain diseases which other physicians have deemed incurable. This opinion, or fact, I do not controvert, nor do I admit its validity in a Bpifit of ex- ultation. Fortunately, for some of the worst and most common maladies, I have devised a positive, a radical cure. Among the num- ber I mention but one. 1 allude to that common one; vitiated vlccr on the lower limbs, usually called \ Fever Sore.\ This, frequently, if not mostly, is to be found among the poor and destitute. That these ulcers are cured by my thealmcit is sus- ceptible of proof by many. Tho furmer oycrscer of poor in Watertown, H. D. Cad- well, Esq. is familiar with the peculiar em- barrassments under which a pauper was cured by me after a large amount of bills to a number of doctors who had failed in treatment had been paid. This Overseer, and other citizen8 know with what reluctance I at last under the circumstances assumed the responsibility Of cure, A knowledge of this, and other similar cases of cure very naturally induced other paupers .to seek relief from the same Eource. And such'hasbeen the fact. T am literally inundated with the most plaintive entreat- ies, petitions and invocations, for cure or re- lief. But lam obliged to repel the appli- cants unless I treat their case gratuitously, and accept, thanks ar.d gratitude as an equivalent in payment. With such condi- tions, few could comply. Placed in such an unpleasant situation; 1 respectfully solicit the action of your honorable body in. the premises, so far that, if I render essential Bervicc to the County in professional treatment of its paupers, and if my charges are reasonable, my com- pensation may be guaranteed. Certainly no instructions to carry out any recent decision on the subject were sent to Mr. Adams on Thursday. That is not the day on which the State Department communicates by steamer. Not ia there anything new in the statement that the Juarez Government will be recognized and no other. I t is already reoognized in every ionu Tcnown to diplomacy and the usages of nations. There has been no recent meet- ing between the President, Gen. Grant and Secretary Seward, at which, as alleged, they determined to recommend as a measure of the administration, that we should pay the JVeneh claims in Mexico, and receive^Mexi- can Territory in exchange probably in the neighborhood of Judy. There were no meeting of lhe.-,e three gentlemen on the day named. Nor did they at any other time, deliberate on this subject. After diligent inquiry, it cannot be ascertained that there is any truth in other recent re- ports on the above named subjects, and, therefore, those who have been led to ex- pect manifestoes concerning them will be disappointed.
