It will not do to abolish the present system, faulty as that system undoubtedly is, without putting a system in Its place, The present way has one advantage at least. Everyone who has anything to do or to look up in connection 'with the city knows he will find a trace of it somewhere in the Council. If the Aldermen do no more they afford a focus of all business with or for the city, and badly as much of their work is done, the responsibility is easily traced to the Council, which in the long run does or has a part in doing everything that is done. . gro CIVIL WAR IN ELMIRA, Perhaps it is a misnomer to call4it a civil war in Eimira, when itis a con- filet between the Mayor and certain of the Aldermen, but it is unquestlon- ably war whem \Jim\ MeGuigan is on the warpath. How very small the very great are! ' (Copyright, 1904, by Marquise da Fontenoy.) That the action of the Duke of Orleans conferring the title of Countess upon Mme. de Waru the other day should have excited so much comment, is somewhat astonishing in view of the fact that no exception was taken to his grant of duke- doms to the various members of his fam- lly, dukedoms by which they are now known. Thus he created his younger brother Duke of Montpensier, although the latter title should by, right have gone to Don Antonio, husband of the Infanta Eulalte, and who was the only son of the late Duke of Montpensier, He has given the title of Duke of Vendome to his cousin, Prince Emmunuel of Bourbon, married to Princess Henrietta of Belgium, and that of Duke of Gulse to his brothér- in-law, Prince John of Orleans, son of the Duke of Chartres, And when Prinee An- thoy and Prince Louis of Orleans, who ust returned to France after a pro- longed stay In this country, contract mat- rimonial alllances, they, too, will doubt- less recolve some dukedom or other from the pretender. Of course theso titles have no value sava those of- courtesy, and while those borne by Princes and Princesses of the House of Orleuns might be recognized, not ss having been conferred by the Duke of Orleans, but as constituting the hold. ers' share in the inheritance In the many dukedoms that belong to the House of Orieuns Bourben, Mme de Waru's title of cuuntess, recently granted to her by the Duke of Orleans, would not be rec- ognized at any foreign court or by any Fa'enuh or foreign tribunal. The Duke of Orleans Is by no means the only pretender to confer titles. Thus the Count of Caserta, clalmant to the throne of Nuples and half-brother and her of the last King of the Two Sleilies, copfers nut unly titles, but also decora» tlons, So. too, does Don Carlos, Pretender to the throne of Spain, and even that ridiculous personuge at Paris who styles himself Prince de Lusignun and King of Cyprus und of Jerusalem, grants orders of knighthood to both men and women--In return for a consideration-quite a num« ber of them - having been - distributed among Americans. have These decorations could not be worn At any foreign court, and were an attempt to be mude by their possessors to don them at any state function they would be promptly stopped and forced to remove them before entering the presence of roy alty. Prime - Miniater - of Republicans in 1870, as @ anes Ought to Bo No Question. (From the Livonia Gazette ) No sueceseful denial can be made to the statement that the sentiment among the Republican voters of the State is practically unanimous for the re-elec» tion of Mr Depew to the Senate. One would think. in view of this fact. that there ought to be no question about his return to the upper house of congress, where he has been a leader from the start - We don't know that there is any question - We do know, however, that the Henator or Assemblyman who will take the pains to talk with his con- ptituen'ts about It, taking them just as they came will find out that they are a good deal interested in this part of the politl al programme. Had to Be Abandoned After 39 Hours at the Pumps. A graphic account hae reached Liver- pool of an encounter In the north At- lantip Ocean with a huge sperm whale, as a result of which the Danish schoon- er Anna was wrecked and had to be abandoned by the crew, who were res. . cued in an exhausted condition. The Anna was making the voyage from Iceland to New Brunswick, and was about 20 days out when a whale wis seen spouting some distance in the ofllng. Shortly afterward more spouts were shot upward within a few hundred feet of the vessel, and the whale seemed to be angrily moving in a circle, As the Anna sailed slowly past at a speed of about four and one-half knots her crew could easily discern the man- euvers of the monster, which lashed the water furiously with its tail. Buddenly it made a dash for the ship. It came full tilt at' a tremendous speed, and struck the vessel amidships with its head. There was a tremendous crash, and some of the crew were thrown off their feet, A hole was stove in the side of the ship below the water line, and the stem of the vessel was broken. The whale had received its coup de grace, Its colossal carcass rose slowly to the surface, revealing two gashes In its head and alde, and from its wound blood paured profusely, dye- ing the water all mround, The vessel began to leak and all hands were placed at the pumps, but us the wenther grew worse the shin commenced to sink. After 30 hours of continued exertion it was decided to abandon the Anna. A liféboat v us pro- vistoned and manned, and was on the point of being launched when the schooner was noticed by the Johnston liner Quernmore. It was early morning and a gale was blowing, but after several gallant at- tempts on the part of the crew of the Johnston lifeboat the \whalers\ were transferred to the Quernmore.
