Several Constitutional Amendments Before Canal Proposition la In Working Order. ^Albany, Nov. 17,—Attomoy General Cunaeen said that in tho next legis- lature an amendment to gtvo the state canal board discretionary power In tho matter of Imposing tolls would bo Introduced. One of the amend- ments; will deal wttb the extension Of tho tlmo in which tho canal bonds may be paid, from IS to B0 years, and tho other will permit tho payment of principal and interest by indirect tax- atloa. \In addllton there will be Intro- duced, I believe, an amendment leav- ing to tho state canal board tho dis- cretion of levying tolls on tho now barge canals. Tho lowering of rates consequent on the enlarged canal will bring a sufficient volume of business to enablo boat owners to pay any tolls that may be levied. I believe that revenue from tolls will in time be sufficient to take care of the debt In- curred for the operation of the canal.\ I Absolute Refusal to Arbltratt. Omaha, Nov. 17.—The United States grand jury has returned true bills against United States Senator Charles. H Dietrich and Postmaster Jaoob Fisher of Hastings, Neb-, charglpa tJbem with bribery and conspiracy, When the indictments\ were brought In Judge Munger accepted the report without comment. The indictment against Senatot Dietrich charges that he acceptod money and property in consideration of his recommending Fisher for ap- pointment as postmaster at Hastings. That against Plshor charges him with making an agreement with Sena- tor Dietrich by which tho former was, to pay him property and money, $1,- 8O0, for securing to Fisher the ap- pointment Mr. Fisher deollned tc comment on tho case. Tho senator is in Washington. William Dutton, a hardware mor chant of Hastings, was among the witnesses. Ho testified that he nctoil as intermediary in all tho all6god transactions between the Indicted men. The jury stood 19 to 1 for the Indictments.
