The Regents Want Some Students Given Privacy NEW YORK (UPI) - The Board of Regents, which over- sees all public education in New York State, has proposed that some students be granted the same rights of privileged com- munications as doctors and law- yers. There would be \certain ex- ceptions\ to the privilege, the board said. It did not spell out' what those exceptions would be. In an explanatory brochure issued Thursday, the regents said they hoped the right would encourage more communication on subjects such as drug use. A privileged communication is legally confidential. The re- gents proposed that the state's Civil Practice Law be amended I to give the privilege to students. Eastman Declares quarterly cash dividend of 27 © cents per share Thursday, and an extra dividend of 34 cents g per share on the company's common stock, payable Jan. 2, 1972. The board also approved 'a wage dividend totalling $109,- 700,000 for the company's 70,600 employes across the country. ° > The dividend is based on a formula related to the amount of the cash dividend to stock- holders.
