D. relating to the installation of gas mains where extensions are in excess of one hundred feet has been revised to increase the surcharge applic- able on such extensions from twelve to twenty per cent with a provision that the surcharge shall cease ten years from the date gas service is first avail- able. DU BROW . United Press International HOLLYWOOD (UPI) -Issue: Television reruns. On one side: The networks. On the other: Show business unions. Interest- ed party: The public: | It's a mess of an issue. It has nothing to do with art, just as quantity has nothing to do with quality. Networks say they need the increased number of reruns because of skyrocketing produc- tion costs. For unions, it's a matter of jobs-there are less. The big unknown factor is the depth of public feeling on the simple matter of getting more and more reruns. Many people- invariably criticize them. Signed petitions show dots of viewers are fed up with them. But no definitive answer has emerged. Perhaps a national ballot on the issue during an election would be the best way to find out. - The unions are really putting heat on the networks. They are supporting a petition filed with the Federal Communications Commission that would affect programming drastically. It asks that no more than 25 per cent of network prime time be allowed for reruns and that reruns be announced as such off-camera at. the start of programs. . Editor Files Petition A film editor filed the petition. And the Sereen Actors: Guild is a driving force in the antirerun movement. Among those publicly expressing sym- pathy with this cause have been President Nixon and AFL-CIO chief George Meany. The AFL- CIO executive council said it feels the same way, and some other unions and non-showbiz groups agree.. Hollywood today is a televi- sion town. Movies don't even rank close in their potential to give work to large numbers of industry craftsmen. But now there are more video reruns. And there are longer television shows-which - means - fewer shows and fewer workers. What's more, the government cutback on network prime time has not only hurt network income but has been another thorn in the side of work- seeking Hollywood unions (as well as their industry brethren elsewhere). Only Area of Agreement The government cutback has been just about the only major area in which some of the unions and the networks have similar proposals on a course of . action. They would have the FCC rescind the cutback. And | county this makes sense. Aimed at encouraging independent and local programs, the cutback has resulted in few shows of quality from these sources. ‘ Aside from this . area of network-union agreement, the two sides are far apart. But <~somewhere© along the line, the networks are going to have to figure a way to cut or hold down production costs-or be swallowed up by them. Tape production, as opposed to film, may be an answer. Just this past Tuesday night, CBS- TV- put on the first made-for- video movie using a single camera videotape production technique: - '\Sandcastles.\ - The - technique is more modernized than the old tape shows, but has the same advantages: No film processing expense or wait, and instant replay during shooting so adjustments can be made on the spot. <- CARD OF THANKS I wish to extend my thanks to my doctor, nurses, and all hos- pital personnel.
