State _ Workers Rehired ALBANY, N.Y. (UPI) -About half of the state workers laid off during 1971 budget trimming have since been rehired. The State Civil Service Com- mission said Saturday 1,884 of the 3,849 persons in the perman- ent, competltlve class who lost their jobs were back on the state payroll by the end of the fiscal year March 31, while an- other 1,732 are still wamng on the “preferred list.\ Some 233 were listed as inactive. Estimates have been that the state work force shrunk by about 8,500 employes, to 145,000, after the legisituré approved a strict, \hold the line'\ budget in 1971. About half of those terminated were temporary employes; how- ever. Because of the lay - offs and the hiring \freeze\ the commis- sion said, it also conducted 5,555 tests for applicants, compared to 6,448 in the previous year. The number of applicants was down sharply, from 253,376 in ° 1970 to 120,096 in 1971. \It was a year which saw un- -precedented lay - offs of state employes and a wave of auster- ity. measures which swept across the entire state govern- ment establishment,\ the report said.
