Brzana. Bishop of Ogdensburg. \At the same time we hope to reduce the alarming rate of divorce in teenage marriages by encouraging young people not to rush into marriages for which they are ill-prepared, particularly in cases involving pregnancy.\ When a marriage seems motivated primarily by pregnancy, the priest is to offer encouragement and help toward alternative ways of ensuring good obstetrical care for the girl, protection of her reputation, and the best possible arrangements for the child after it is born. It. after thorough interviews and counselling of the parties, the parish priest feels a marriage should be postponed, he is to urge the parties to delay their plans If necessary, others including clergy, qualified married couples ur marriage counsellors, are to ibe brought into the counselling and decision - making process It final agreement cannot be reached, the matter may be appealed to the bishop, who will make the final decision to permit or to postpone the marriage The diocese recommends that the procedure be followed also for older couples, regardless of age, whenever there is genuine doubt that one or both parties are prepared to handle the respon- sibilities of marriage, especially if either party will not have reached his or her twentieth birthday by the date proposed for the marriage. \I'm grateful to the Diocesan Pastoral Council, the Priests' Senate, ministers of other churches, and individudal priests for their help and advice in preparing these guidelines,\ says Bishop Brzana The new policy was formulated after nearly a year of study and planning.
