He told the candidates that Committee had 315 fylls referred to it. 91 were voted 4ft favorably ^and 22 were voted down. Thus, the Conservation Committee acted on only 113 bills. Not only . did the Legislature go home with two-thirds of the year left \p go,\ he said, 'but the Assembly Conservation Committee Went home with two-thirds of its w^rfc , left undone. I wonder how many other committees have as bad, or even a worse, record\. x In presenting his Legislative reform program of seven points, Assemblyman Haley stated, \It should be our mission to execute the reforms that will make of our Legislature the potent in- strument which this state deserves. It is beneath the dignity of the Empire State to be governed so carelessly. It is time we acted as though we really understood the significance of our role — and our strength — as the Empire State. \This is the year for coming of 'age,\ he continued,\ a time to grow up and face facts, a time to elevate the quality of people in public life, and then through their scrutiny and vigilance, to elevate the quality of public ad- ministration.\ The Waddington Legislator's seven point program aimed at making the New York 1 SUte Legislature a co-equal third of the State Government, proposses: 1) Every bill referred to a committee shall be heard before that committee, and it shall be placed on the committee's agenda in the chronological order in which it is received by the committee. 2) Every sponsor of a bill being heard before a committee shall be invited to appear at the committee hearing and discuss his bill with the committee members. 3) All bills to be heard before a given committee meeting will be announced by name and number in the Senate and Assembly calendars, as the case may be, for the three legislative days immediately preceding the said committee meeting. 4) All committee meetings considering legislation shall be open to the public and the press. 5) All votes taken in committee on bills considered by the com- mittee shall be recorded and published in the Legislative Index. 6) The ratio of party mem- bership on each committee should reflect the ratio between members in each party in the respective houses 7) All Assembly committees shall remain open until ad- journment. (Although this is already the rule in the New York State Senate, the Assembly committees are closed after three quarters of the session has passed, and then most of the really important bills are in- troduced through the Rules Committee By ignoring the standing Assembly committees, this current practice makes the Assembly's committee system even more of a farce.; ''Basic, absolutely basic, to the reform of the committee system.\ Assemblyman Haley said, is removing the dictatorial powers which committee chairmen in New York Sute presently have Tnis excessive power in the hands of committee chairmen was never intended in either our Federal or Sute Constitutions It strangles the legislative process makes it easy for a small oligarchy to control a legislature frustrates the ability of legislators to represent ef- fectively the people who select them and is a distortion of our system There is no way the people of New York Sute can regain control over their state government as \on% as a small group of committee chairmen hold tyrannical power. Election of officers was held recently with Norris DavisV president; Gary Gonyea vice 1 president; Lorie Gonyea secretary and Christine Bressette as treasurer. There are three more offices to be filled at the September U meeting to be held at the home of Mr. and Bin. Bernard Gonyea. Mrs. Marj Collins will be the guest speaker at this meeting. There are 16 members at present and more are joining. Leaders of the club are Mr. and Mrs. Edwin Bressette, Mr. and Mrs. Bernard Gonyea and Wendall Davis, and Mr. and Mrs. Donald Renshaw. Junior leaders are Norris Davis, Gary Gonyea and Lorie Gonyea. A special project has been started by Norris Davis and his father; they have formed a 4-H snow machine club and 18 members are expected to par- ticipate. Children under 14 years of age cannot participate unless they join the club because of the snow machine safety courses. The first snow machine meeting will be held October 24 with Robert Benware as a guest speaker. He will speak on the life in the bush of Newfoundland and show a film on moose bunting, any one interesting in joining can call either 287-0428 or 287-2428.
