Hydro-electric project needed in Ti There will be arguments over the dinner table for the next decade over the value of the LaChute River Corridor project, but one thing remains constant—the development could mean the difference between future growth or gradual decline of Ticonderoga as a vital economic community. We are at a point in time when businesses and residents are looking for the leadership of their elected officials. The hydro-electric project could be the medicine the doctor ordered. We believe the development is bad- ly needed. The facts speak for themselves. The unemployment figures are twice the na- tional average. The annual growth rate is less than .5 percent. Ticonderoga could use an image booster. The Village of Ticonderoga will consider the three proposals over the next several months. International Paper, Long Lake Energy Corp., and the New York Depart- ment of Environmental Conservation will battle over the rights to the project. The plans submitted by the trio differ in ap- proach, but achieve the same results. After the Village makes a final decision, the group will battle in court over the legal ramifica- tions. All in all it should be a good two years before the first ground is broken for con- struction. But speedy management on the Village's part is most crucial at this time. There's no doubt in our mind the com- pleted project will attract tourism to the downtown area and bring in more businesses, not to mention adjacent developments that could spring up under the plan. However which plan will best solve the situation. International Paper's approach has several major drawbacks. Their plan calls for an above-ground penstock close to the river. This could limit river access. The Frenchman-Lane vision calls for a picnic and boating area. The IP plan could limit that potential. The Long Lake Energy Corp. approach would pose a single penstock running the length of the river from upper falls to a powerhouse near Bicentennial Park. The penstock at the lower falls would be underground, but a 184-foot high surge tank would be required at the lower falls to reduce vibration in the penstock. It could be an eye sore for local residents. The DEC proposal would consist of two penstocks, one above ground, one below. However, the village would lose out on local taxes, since the DEC is tax exempt. Any of the three plans could be altered. It's obvious the most attractive alternative would be acceptable to Village Board members, so we suggest consideration of the International Paper proposal. They have backed the community for the past several decades, and it would only be fair to con- sider a local over foreign business. Whatever decision the Village makes about the project the LaChute River Corridor Project could mean the long term revitalization of Ticonderoga. Bernice Vigliotti has been a good friend since they were five years old. To her sister, Kitty Garrand. Bernice Vigliot- ti has been a life-long shining example. And to the Business and Professional Women's Club of Ticonderoga, Ber- nice Vigliotti was the Business-woman of the Year. Bernice Vigliotti, uf course, is \Bunny\, the owner of the Belfred Court Motel and Belfred Liqors of Ticonderoga. Bunny has been a resi- dent of Ticonderoga all M.J. Sharkey her life and during that life has constantly been associated with a business in some form. Bunny's parents were local businesspeople, owners of Fortina's Restaurant, and she and her husband, Michael Vigliotti, operated The Palm Restaurant and Hotel in what is now the Newberry building. After her hus- band died in 1965, Bunny decided to re-enter the business world and bought the Belfred Liquor store and motel. Without any previous experience in the liquor business. Bunny turned her business into a success. «MW% jm*ac<Y£amg to^ her sister, Kitty Garrand, Bunny is one of the foremost wine experts in the north country. Aside from being honored as a successful businesswoman Bunny Vigliotti is well known for her generosity. In her earlier lean years, when she could least afford generosity. Bunny opened her motel .to displaced families at no charge. She also headed an informal fund-raising group to benefit such charities as the March of Dimes and the Little League. \We held quite a few spaghetti dinners'\ Babe smitffiaiar' y •* -All-->these<' tracts con- tributed to Bernice Vigliotti being chosen as Businesswoman of the Year. However, one trait more than anything ex- emplifies Mrs. Bernice Vigliotti, and that trait is modesty! When most peo- ple are so willing to blow their own horn, it's unusual to find one per- son who is not. Bunny Vigliotti is one of those few modest people. And that is why she fully deserved her appointment as Businesswoman of the Year. Last week's eruption of violence in the shipyards of Gdansk, Poland, reminds Americans that the brave struggle- of the Polish people to obtain control over their destiny in the face of a hostile communist regime con- tinues. Spurred by General Wojciech Jarulzelski's decision to ban the in- dependent trade union Solidarity, angry workers took to the streets of that Polish city in the greatest outburst of rioting in months. Hoping to sup- press Solidarity sym- pathizers, the government militarized the shipyards, threatening to dismiss, imprison, even kill, strik- ing workers. Amid sounds of tear gas grenades, per- cussion bombs and shouting demonstrators, military police battled to contain the Gdansk pro- JSsSL-fcfe&ffc^i .spread to other areasrpf Poland. If has been over two years since the labor unrest first sparked in Poland along the Baltic Coast, the home of Solidarity. During that time, the Western World saw glimmers of hope that the Polish people would gain freedoms never before granted to a coun- try behind the Iron Cur- tain. With the leadership of Lech Walesa, Solidari- ty came to fruition and workers dared to challenge the labor See D'Amato/Page 6A Letters to Editor Martin stands fast on rain Dear Sir; I would like to take this opportunity to express my concern with the position that David Martin our in- cumbent candidate for the U.S. House of Representatives has held concerning acid rain. As we all know by now Acid Rain has had it's most serious effects right here in the Adirondacks. Over 525 of our Adirondack lakes are devoid of fish life or nearly so because of it. Concurrently 40per- cent of the Adirondacks' significant fishing streams are similarly affected. Studies in Vermont have indicted Acid Rain as the culprit causing the massive die-off of the red spruce, in 1979 there were more dead than live spruce, on mountains hard hit by acid rain. Acid rain can also cause leaching of toxic heavy metals from drinking water pipes making the water undrinkable. Is David Martin con- cerned about all this? Ap- parently not if his past ac- tions are any indication. He has refused to co- sponsor any acid rain bill in the House. He has not fought for a strong Clean Air bill to control the causes of acid rain and he continually espouses the standard Administration line that the acid rain issue needs \more study\ before anything can be done. All this in spite of over- whelming evidence by the National Academy of Science and many others that acid rain can and should be controlled now. New York's senator Daniel Moynihan has no such quams. After a trip through the Adirondacks to see first hand the damage caused by acid rain, he co-sponsored a strong acid rain bill and has continually spoken out in favor, of strong con- trols to reduce the causes of acid rain. Acid rain has the poten- tial to destroy the very economic base that Dave Martin intends to \balance off against en- vironmental controls. Timber and tourism, our Adirondack livelihoods are at stake. I for one will be taking a long hard look at an alternative to a Representative who will not fight for our concerns. Dean L.
