Harding recom mended today that engineering plans for the reconstruction of the Cross-County Parkway be disap proved. He said the designs submitted by Andrews and Clark to the Westchester Parkway Authority '•are considered unsatisfactory.\ In addition, he said, certain work could be postponed. Harding, in a report to County Executive Edwin G. Michaelian said also that \taking into con sideration funds available, parts of the work appear to be designed to excessively high standards.\ Harding -had been studying the plans since early September. The plans call for a 17 million dollar program to reconstruct the entire Cross-County Parkway from East- chester to Yonkers and to build interchanges at the Saw Mill and j jj Hutchinson River Parkway con nections. Harding's report was regarded! as killing any plans for quick reconstruction of the Cross-Coun-| ty It followed closely a state-' merit of policy a short time earl ier by the Parkway Authority that it was going to hold up plans anyway, at least until the next ses sion of the State Legilature ad journs. Michaelian and the Westches ter Board of Supervisors must ap prove any bond issue the author ity might want to finance recon struction. Thus any disapproval by Michaelian or the Board of the Cross-County plans, as recom mended by Hardings, would kill any present reconstruction pro gram. The Westchester Parkway Auth ority was established on Jan. 1 to rebuild and operate the main parkway artery from New York City to Connecticut — from the lower Saw Mill, across the Cross- County and up the Hutchinson. Because of financial difficulties due to loss of traffic from com petition, the authority early th fall postponed its plans to recon struct the Hutchinson for at le;r five years. In the meantime, a re- porr from the engineering firm of Madigan-Hyland told the author ity that it could easily finance re construction of the Cross-County over a seven-year period. Harding in his report said he could not divorce matters of gen eral policy from engineering. He said that the Cross-County could not be \properly designed at the present time, particularly considering the limited funds available, lack of sufficient infor mation as to volume and direction of traffic movements both on the main stem of the parkway and at the interchanges, and also be cause of the uncertainty as to the effect of traffic to be diverted by the New England Thruway, Cross- Bronx and Cross-Westchester Ex pressways and the lower Sprain Brook Parkway.\ Harding said no project \of this magnitude and requiring the is suance of bonds should be under taken now\ if there is any in ten tion of turning the Westchester parkways over to the state. He said also that the improvement of the Cross-County should be con sidered as part of a larger pro ject which should also embrace the Hutchinson above the Cross- County. The authority should not ex tend substantially all its avail able borrowing capacity on ex tensive reconstruction of the Cross- County on the theory that only minor improvements such as the installation of a center barrier on the Hutchinson will suffice until the bonds are paid off on the Cross-County, Harding added. The Andrews and Clark firm was engaged by top members of the authority long before the au thority was legally established. First plans drawn in October 1957 for the Cross-County proposed a toll station near N. Columbus Ave., Mount Vernon. Those plans, re vealed in January, created a storm of protest from Mount Ver non residents. The Authority, needing funds, in stituted a 25 cent toll—a hike of 15 cents—in mid-May at its pres ent toll stations. Plans for a tol station on the Cross-County have been rather dormant since then Here are some of Harding's comments on the design: The entire Saw Mill River inter change and the portion of the Cross-County between the inter change and Yonkers Ave. could be omitted for some time except for minor improvements. That part of the improvement lying between the State Thruway and Yonkers Ave. should be buil as soon as possible—but with only four lanes. Grading and structures should allow for eventual construc tion of six lanes. (The Andrews and Clark plans call for six lanes for the entire length of the Cross- County.) That Andrews and Clark idea that the interchange between the Cross -County and the State Thru v/ay be left as is is a good one Do not object to the proposal for widening the parkway to six lanes from the Thruway interchange easterly to Midland Ave., although more adequate traffic information may indicate that this section is not as critical as some others Preferred a previous engineering recommendation for either widen ing or building a new bridge at the Fleetwood Bridge.
