Board of Education K 11-20 T-l A chief spokesman for village governments in Westchester was bitterly attacked on the floor of the Board of Supervisors' Mon-, day for a letter reportedly sent to town supervisors who have villages in their, jurisdiction. Supervisor Hugh A. Lavery (D- Ossining) charged that Anthony Sansone, Mamaroneck Village counsel and paid counsel of the Village Officials Assn. of West chester advocated that supervisors break the law. Lavery said Sansone wanted supervisors to break down in their town budgets -work performed by the town engineer for the unin corporated area and for villages and to charge the cost proportion ately to the villages and town. Lavery said that .state law made it mandatory for the cost of a town engineer to be borne by gen eral town taxes. Lavery said that Sansone made a similar type suggestion two years ago which Lavery said was contrary to rulings by the attorney general and state comptroller. Supervisor George Cornell (R- Scarsdale), Legislation Committee chairman, stated that he plans to call village and town officials to gether to discuss the interrelation ship. 'Decent Job* Cited Supervisor Anthony J. Posillipo (D-Rye Town), said that there was \no intention of taking undue ad vantages' of villages.\ He said an \honest and decent job\ was being done. Supervisor Alfred Sulla (R-Har- rison) who has no villages in his town, concurred, stating that the towns were interested in fairness* Lavery called Sansone's letter \the last monstrosity\ which came after he had finished his budget. Lavery said there were in stances where villages collected 98 per cent of relief money in the early 30s but which the entire town contributed to. Supervisors Again Consider Junking School Tax Penalty The Legisation Committee of i the Boagd of Supervisors has call ed a public hearing for Tuesday, Dec. 2 in the Supervisors Cham bers in the County Office Build ing on the new move to eliminate the 2 per cent penalty on second installments of school taxes. The date was set by Supervisor George Cornell (R - Scarsdale), committee chairman, Monday. Cornell recalled that the matter had been \voted down with quite a substantial majority\ last year. New support for the plan, intro duced this time by Greenburgh, came from the Town of Mount Pleasant and its supervisor, Owen Quinn, majority leader. Alfred Sulla (R-Harrison) said his town would back the plan. Supervisor Anthony Posillipo (R-Rye Town) said he \appreci ated the sudden interest\ He said he had been fighting for the plan for the past two years and re called that his idea to eliminate the penalty was defeated. Quinn replied that he supported the plan last time. The Board two years ago was instrumental in changing the State Law to permit installment pay ments at considerably reduced penalties. Calling the goal \realistic to cover only the minimum needs\ for Westchester's patient service and education programs and a contribution to the national re search program of the American Cancer Society, Dr. George C. Adie, Westchester Cancer Com mittee chairman, said. - \This goal, for, an accelerated program in our increasingly popu lated county, is identical with last year's. It is our hope that the goal will be exceeded, since all funds over this quota will be devoted to research.\ The American Cancer' Society gave the Westchester committee permission to conduct its 1959 fund drive on this basis. The Westches ter plan, authorized by the nation al organization as a pilot study, calls for earmarking all excess-of- goal contributions specifically for research. As always, Dr. Adie pointed out, 25 per cent of every dollar within the quota will also be used for research. The special arrange ment, jproposed by the Westchester group, is designed to \help pro vide funds needed for some 4 mil lion dollars in research grants the society was financially unable to award last year.\ The committee named 14 direc tors.
