The PSC announcement said the fare increases had been granted \upon evidence of continued losses in operation of . . . commutation service.\ The PSC said operation of the Putnam Division has been uneco nomic. It said the passenger shut down would save the railroad about $400,000 annually. Commis sioner Aaron L. Jacoby, ( who con ducted hearings on the' Central's application and wrote the opinion in which the authorizations were given, said about $250,000 of the $400,000 saving can be allocated to commutation service. The commission said the '43,000 commuters on the Hudson and Harlem Divisions have ''to some extent been required to subsidize the losses\ on the Putnam Divi sion. Jacoby said persons now using the Putnam Division still have transportation available on the Hudson Division to the west and the Harlem Division to the east, He said that at most points either the Hudson or Harlem lines are not more than a few miles dis tant. Jacoby said the PSC always has considered \financial results of over-all operations\ in ruling on applications for discontinuance of service. \The impact of the present busi ness recession upon this company and the railroad industry general ly has been and continues to be alarming,\ he added, \and serves to accentuate the gravity of the long-range problems which in re cent years have confronted the railroads,-particularly the carriers whose total operatfenafinclmJe^'a large proportion of passenger serv ice.\ Jacoby said the New York Cen tral is earning less than 2 per cent on the net investment in proper ty in its over-all operation. The Central announced that the required one-day notice on the fare hikes would be given today. It also said it would post the 10-day no tice required in the first stage of the discontinuance of passenger service on the Putnam Division. Under the latter notice, all Mon day-through-Friday service from Ardsley to Sedgwick Ave. in the Bronx will be discontinued March 24, as will all Saturday service on the line between Brewster and Sedgwick Ave. There are two trains each way on week days and one each way on Saturdays. There is no Sunday service. Commenting on the PSC rulings,' Frank H. Simon, executive direc tor of the Metropolitan Rapid Transit Commission, said abandon ment of passenger service on the Putnam Division \points up sharp ly the necessity for prompt action on passage of pending legislation to establish a metropolitan transit district.\ New Casjle Tribune, Chappaqua, N.
