. Ending Youth· Vote 'Illogic A fresh \eam of llorses has been hitched to the 111-'year- old vote issue to haul it the last stretch home. The Senate approved 94- to-o the constitutional amend- ment, giving 18-year-olds the vote, that had been stalled in every session of Congress over the past two decades. Fast passage looks likely next week in the House. And if all ·goes as congressional leaders think it will, the re- quisite three-fourths of the state legislatures will have time to approve it by the November, 1972, contests. We hope the amendment makes it. It would clear up the strange pass left by the Supreme Court last Decem- ber. The court ruled then that last year's voting rights bill passed by Congress gave 18-year-olds the vote only in federal elections. This meant that for state and local elec- tions, a separate registra- tion and voting mechanism would have to be set up for most states. The amendment, if passed, would save some $20 million in dual voting costs. But more important, it would end the illogic of youth's being qualified for one kind of elec- tion but not another, 1;111d it would. meet the objections of those who have felt all along that basic franchise ques- tions are constitutional, not legislative issues. -Christian Science Monitor Troopers Face Suspension / I ' . .. ;.
