FROM SOUTHERN ULSTER. NO PLACE LIKiS HOME—THE CONDI TION AND PROSPECTS OF THE COMING FRUIT CROPS. A recent trip to Texas and other por tions o f the Southwest has prevented a rehearsal of the week’s doings o f Hudson river horticulturists. A trip, covering about 5000 m iles into a landed territory bo different in its soil characteristics ftom our own, makes one feel like giving ex pression to the fact that there does not exist a locality upon w h ich the sun shines which is preferable to that portion o f N e w York State w h ich is geographically covered by the counties of Orange and Ulster. W h en I left the H udson river valley, the hills about were covered -with i fresh coating o f snow. The farmers .md the fruit growers w ere not thinking of the change that would certainly take place w ithin a month. W h en I returned that change had taken place and plows, harrows, seed drills, cultivators a ll manned hy the sturdy tiller o f the farm lands hereabouts, were being hauled through he earth with an enthusiasm that partic ularly characterizes the farmers and the fruit growers in th's section. There was much being done that is required to be done, i f a successful h a r v e .t in g o f a suc cessful y ield o f farm and fruit products is to he the result of a season’s work. The prospects for a successful harvest of all fruits with the exception of peaches, never appeared brighter than they do now. I have received reports from nearly seventy localities where fruit is grown m the Hudson river v a lley and each-report is coiToborative of the others that follow . The strawberry b elt o f terri tory extending from near Hudson to Haverstraw along the Hudson, and about twenty m iles back from each shore o f the liver, is green w ith plants that hold their heads w e ll up out of the ground. The re cent showerings of rain have fed their roots w ith drink that w ill enable the plant to stand a drouth o f considerable exten sion. T h e roots are healthy and a large yield of strawDerry fruit is expected. A general impression prevails among pains taking fru.t growers that the m any vari eties of red raspberry plants have been considerably winter killed. The Marlboro variety, propagated by A. J. Cay wood, has been true to its characteristics, and comes out o f a hard winter far in advance of its com p e titive varieties. It has shown itself to be the fruit grower’s “ r eliable,” and has more than demonstrated the truth fulness o f every thing that w a s said of its hardiness when it was put upon the mar ket. The raspberry crop w ill not be as large this season as it was last. The canes o f the vine are much injured and the vine roots are slow to “ take in ” the spring tim e nourishment n o w offered to all fruit vines. Currant bushes give evidence of a healthy condition. The acreage o f this fruit has been considerably diminished dur ing the past few years, hence not so large a y ield w ill be harvested. The peach buds are, as w as reported in the F armer killed. Robert A. Clack, a Marlborough fruit grower, told m e on Tuetddy that, from present indications, he would pick his full crop, w h ich averages from one thousand to fifteen hundred baskets. A ll other growers w ith whom I have talked declare that the average peach yield in the Hudson river valley w ill fall short fully 75 per cent o f the bulk marketed last season. From recent exam inations it is safe to conclude that the Hudson river peach crop has been en tirely cut off. This loss w ill cut a deep gorge into the profits o f horticulturists. Usually a peach crop is the money g etting crop of the fruit farm, and a loss of that particular yield of marketable fruit, means a reduction in profits to this local ity of about one-hundred thousand dollars. There -will be, however, a few peaches shipped from Highland, N e w Paltz, Clin- tondale and Marlborough. The grape vines have been tied and already e v idences are seen that indicate a thrifty growth. Prof. Forbes, Illinois State Entomolo gist, makes the following timely sugges tions in reference to fighting apple-borers: 1. Preventing the Laying of Eggs.— Thisi is best accomplished by washing the trunk and larger branches of the tree three or four times in [ summer with a strong solution of soft soap, to which has been added a little crude carbolic acid. The soil should be evenly smoothed^bout the base o f the tree, so that the mixture may reach the lower portion of the trunk where the round-headed borer is apt to lay its eggs. Washing soda added to the soft soap, until the whole is of the consistency of thick paint, is also thought to make an excellent wash for repelling the beetles. In central and southern Illinois the first application should be made about the middle of May, and succeeding applica tions at intervals of about three weeks, 3. Destroying Eggs and Larva? —This should be done in August, September and October. By a careful examination of the trees during this time the eggs and young larva? may be detected, and by the judicious use of a knife they may easily be killed. If the ground is smoothed off about the youug trees early in the season ----- - -------- —toftbe trunkare i i y m an can usually exam ine and kil 5 or borers in five hundred or more s per day. A b far as we can at present judge, tlie amendments to t’ne Interstate Commerce law seem to be in line with the spirit Of the law itself, and to make-it more rather than less effective. We will present them here, and as the original law itself was so generally discussed by Granges all over the country, it would seem right and proper that Patrons should carefully study these proposed amendments, seek to un derstand them thoroughly, and act accord- iagly. The Senate Committee on Interstate Commerce has completed and Senator Cul- lom has introduced the following senes of amendments to the Interstate Commerce Act : These amendments require that the printed schedules of rates shall be kept “ open to public inspection ” and ” accessible to the public ; that reduction to the published rates shall only be made Mter three days’ public notice, instead of without previous notice, as at present, and that the provisions in regard to advances and reductions in rates shall apply to joint tariffs made by connecting roads, as well as to the tariffs made by individual roads. It is proposed to amend the criminal pen alty section by making those convicted of violating the act liable to imprisonment for not exceeding two years, in addition to the fine already provided for, or both fine and imprisonment, when the offense is an unlawful discrimination in rates for the transportion of passengers or property. The committee proposes three provisions in regard to “ underbilling First—that the officers, agents or employees of a railroad, who, by means of false billing, false classification, false weighing Or false report o f w'eight, or by any other means, knowingly and willfully assist or willingly suffer or permit any person to obtain transportation at less than the established rates shall be deemed guilty o f a misde meanor, and shall be subject to a fine of not exceeding $5,000, or imprisonment for not exceeding two years, or both. The second is that any person or the officer or agent of any corporation who delivers property for transportation to any common carrier subject to the provisions of the act, or for whom as consignor or consignee such carrier shall trausport property, who shall knowingly and will fully by false billing, false classification, false weighing or false report of weight, or by any other device or means, whether with or without the consent or connivance of the railroad or its agents, obtain trans portation for property at less than the es tablished rates, shall be deemed guilty of fraud, which is declared to be a misde meanor, and shall be subject to a fine of not exceeding $5,000, or imprisonment for not exceeding two years, or both. The third provision makes subject to the same penalties any person who by the payment o f money, etc., or by solicitation shall induce any railroad or any of its officers or agents to discriminate unjustly in his favor as against any other consignor or consignee in the transportation o f prop erty, and also makes such persons liable with such railroad in an action on the case to be brought by any consignor or consignee discriminated against for all damages resulting therefrom. The only other amendments o f general interest proposed are ; one, to permit rail roads to carry free destitute and homeless persons transported by charitable societies and another, to permit railroads to give reduced rates to municipal government for the transportation o f indigent persons.
