W A S H lBU T O N ITEM S . ■W aehinoton , Nov. 15.—Senator Eaton’s proposed amendm ent of tbe uonstitution. provides tor i h “ appointm ent, twelve months prior to election, of a tribunal of five persons, learned in law in each State, to whom shall be referred, with power to decide, all con tested election cases. They are to report to the Slate authorities their decision, thirty days before th e electors m eet to oast the vote of the State, and their finding is to be properly certified by the State, and forward ed to the President of the Senate. The House Committee on Education and L ibor, has Bufhorized the chairman to pre pare a bill reim b u rsing William and Mary College, of Virginia, for losses daring the war. Thursday the committee will hear argu ment on the bill f ir th e establishm ent of a Woman’s N ational University here. Set a t or Sargent’s bill regulating expendi tures in the navy, provides th a t the Secre tary of the Treasury transm it to Congress annually, a tabular statem e n t showing in detail the ree-ipts and expenditutes in the naval sendee under each appropriation.— There shall be appended to the statem e n t an account of the balance in the bands of dia bursing agents at the close of each fiscal year, and a report of the amounts lost or unaccounted for by voucher. The Secretary of the Treasury reports to the House the net amount of coin and buU lion in the Treasury October 31st, was $57,- 436 071. Tbe House Committee on Appropriations to-day agreed to report the bill for the pay m eat of deficienees in paym asters salaries, during th e years t-nding June 30th, 1866, and 1867, am o u n ting to $681,681. The annual report of the General of the Army, makes the actual strength of the army October 12 th, 24,501; of which 20,601 are available for war, to which is to be added eleven more general ofBoers, a n d 570 Indian scouts. The report recommends giving to Gen. Hancock a u thor ity over c ertain posts in his division, over which he does co t cow exercise control, and favors an increase of the army to nearly 50,- 000 for the regim e n ts of the line, which would make the companies average fifty- eight. He protests against an increase of the cavalry, a t the expense of the artillery and infantry. The report compliments Gen. Howard for the manner in which, under great difficul ties, he prosecuted th e cam p aign against .’ oseph; and gives certain dispatches which passed between Generals Sherm an and How ard, and which Gen. Sherm an claims to have been m isunderstood to Gen. Howard’s p reju dice. A M u r d e r e r Lynched.
