Elmira Daily Bazoo PUBLISHED EVERY NOON B Y E. C. GEORGE & CO., 136 EAST WATER ST. Monday, July 17, 1877. It [the Common Council] la the lineal successor of the Board of Trustees of the Village, and the Board of Trut- ! tees came direct from the people.—ildcei twer. j The idea our cotemporary intends to eon- vey in the above is that the common council, comes from the people, while the Board of j Education does not. There are nine mem- i bers in the Board of Education—live elected by the people direct, and four people through the common council. being liy tlie Certainly no church choir or fire company was more sen- sitive. This is what the Advei-tiser has to say about the Board of Education, that faithful body of men, who manage Elmira's greatest interest without compensation. But talking about \sensitive'\ people, just say post-ottice, or civil service reiorni, and there wilr be a demonstration of sensitiTc-uess in some quar- ters in Elmira, that will excel that of the Board or anj'^ church choir or tire company. The public schools of Elmira are one of its chiefest claims to respect and admiration as a city. They must bo so con- ducted in all things as to retain the confidence and in- crease their hold on the people. To do this, enough must lie expended to make them efficient, but not so much as to make them prodigal.— Advetiiser. In this the Advertiser is ''just exactly right.\ But wh6 is to decide how much is required '\to make them efiicient.\ Our ans- wer is the Board of Education. This is one of the things for which they were elected. We do not say that the wisdom of the Common Council ever has been, is now, or ever will be superior to that of tlxe Board of Education. In this too, the \leading newspaper\ is \just exactly right.\ Who then should de- cide what '\sum is sullcient to defray all the necessary expenses of the public schools.\ The Washington state associations will not hereafter be allowed to circulate docu- ments after office hours. The Republican national committee will have to do its own work. It is understood that hereafter clerks going home to vote will lose pay during their absence. FHUIT JAES!
