Thursday, March 13, 1947 County Physicians Back Compulsory Inoculation Of Dogs in Rabies Control • Members of Ihc Broome County Medical society last night went on record favoring compulsory rabies inoculation for dogs before licensing and the imposition of heavy penalties on owners failing; to have their dogs inoculated. The resolution proposing enforced inoculation was pasted at a meeting of the society, the Binghamton Academy of Medicine and the Binghamton Psychiatric —————^—_ society held in the Binghamton club. It was introduced by Dr D. O. Chamberlain, Binghamton. The resolution further ad vocated destroying of unlicensed dogs. According to the proposal a dog-owner would have to pro duce a certificate of inoculation before a dog license would be issued. The society reported that al though free inoculation service has been in effect in the county, less than SO per cent of the c'og population has been inoculated. In some townships the rate was as low at ten per cent. The resolution cited that \it is a generally accepted fact that compulsory vaccination of all dogs and the quarantine of new comers into the State effectively control, if not completely pre vent, dissemination of rabies in man and beast \ The prac tice is in effect in Massachusetts, Alabama and England, according to the proposal. The society plans to send copies of the resolution to other county medical societies, mem bers of the Stnte legislature, the hoard of supervisors and city council urging their cooperation.
