In bOth low-income and Section 8 housing , tenants would come from applicants who are already residents of the Town of Hemp stea d . Sec tion 8 also pro vides for pa y men t of full prop e rt y tax. Low -i n co m e housing, like senior hou sing, provides only for 10 perc ent of t h e rent revenue. to be paid in lieu of property taxes. Last month, a list of 15 sites for low-income housing was su bmitt~.>d to HUD by the Town. Thrt>t> were \acceptable\ to HUD. one of which was in North Bellmore. A new list of possible s1tes would have to be drawn up if Section 8 housing is Implemented. Community development The Town last week published a legal notice that its application to H UD for a Community l)('velopment Block grant was rece1ved and acceoted \for review only\ on February 2. The application was made January 30. According to the Town this is an \umbrella\ application which covers a number of categories. The Town is required to file a h ousing assistance plan included in the application. This plan includes 100 units of new housing for the elderly, 75 units of new housing for families, and 25 units of rehabilitated housing for families. The housing sites for the elderly are in Woodmere, Oceanside, and Merrick. The family housingsites arl.' in No r th Valley Stream, West and South Hempstead , North Merrick, and North Bellmore. The Town this week said there is no intention of proc~.>eding with hou si ng on these s ite s. Town planners, sai d a spokes man , se le cted the comm uniti es, as required by law for the Community Development application, on the b asis of Federal requirements. In ordt>r for suc h a plan to be implem ented, developl.'rs would have to mak e application w HUD to build. Shoul d their orooosals be found satisfactory, application wou ld then have to be made to the Town for rezoning, if the proposals were contrary to pre se nt zoning regulations. Whether construction could go ahead on sites not r<>qUiring rezoning, or whe t her the Town could in fact reject rezoning applications after having accepted t he Federal funds, is not known. According to the plan su bmitted to HUD , the se locations all conform to the HUD basic requirement \ promoting increased housing choices for l ow income persons and avoiding undue concentrations of assisted housing in areas conta in ing a high proportion of low income persons.\ The proposed locations were selected \along or • adjacent to vehicular traffic corridors with consideration of proximit y to mass transpo rta tio n , neighborhood sho pp ing, rt>creation, church. and relat~.>d facilitie s. Requests for ('hanges in zone required to impl emen t Sectio n 8 proposals which are consistent with the Hou sing Assistance Plan will be carefully reviewt>d and ('Valuat(>d by the Citizens Advisory Planning Board, Department of Planning and Economic Devl•lopm(>nt staff and the Town Board in relation to th(' compreh('nsiv(' dev(•Jopml'nt plan, zoning ordinan('t', other n•gulatory measurl's, as well as site chara('l(•ri~tirs and th(' t•harac:tl.'r of thl' surrounding neighborhood.\ Nursing home opposed North Bellmore residE\nts who organized a massive campaign last yea r to oppose parking for a proposed nursing home are again organizing to oppose thE> nur.;ing home itself. La~t year application was made to the Town to rezonE' a p arcel of land on Bellmore Avenue north of Natta Boulevard, for parking adjacent to a proposed four s tory nursing home f acility. The Town rejected that proposal, stating that \the board ... finds thatthe intrusion of the parking field into the Residence B d istrict is no d ifferent than the intrusion of the ~anitarium itself would be.\ The Town Zoning Board said further that the intrusion of business parking into the residential area would create a u~ \not in harmony with and promote the general purposes and intent of the ordinance.\ It was pointed out at thl' tilll(' that the four story 120 bed sanitarium.nursing home would be constructe d on land already zoned for business and therefore the height of the building and its use conform to the law. There is at present, no building of this height anywhere in the Bellmores between Merrick Road and Hempstead Turnpike. Owners of the land have since modifed their plan , so some parking would be under the building, and no variance is required. It is understood that construction is expected to start within the next few weeks. Residents are circulating petitions seeking to have the Town investigate other uses for the site.
