He issued no bonds to defray current expenditures. This policy he followed despite serious emergencies such as last winter's sleet storm, which cost the city $ 20,000. He brought costs down greatly in different departments of the city government. The average reduction in the cost of operating all departments for each of th e last four years was nearly $7,000. He decreased the bonded indebtedness of the city in the last four years $386,500.00. The reduction in current operating expenses in the four years of $26,441 92 and the reduction in bonded debt of $385,500 reflect a grand total reduction of $410,941.92. He put the city in the best financial condition it ha s been in the last fifteen years. 4 He cut the tax rate last year. He guarantees another substantial cut for 1944. He geared the city government for wartime. He is prepared to cope with whatever post-war emergency demands arise. He has had eight years experience as alderman an d mayor. He knows how things should be done and how to do them. He has become an expert on municip al administration.
