He was a ringleader in tho rebellion. Ho was a Senator in tbo rcbol Congress. Ho was ono of those who, dospito his oath to sup port tho United Statos Government, took up arras to destroy it. And ho is conse quently ono of thoso whom tho Amondmont would disable from holding his present of fice or any othor. It is not sui prising that |io opposes it. But had Mr. Orr frankly compruhonded tbo situation, and proposed to tho South Carolina Legislature to ratify tbo Amend ment, how long docs ho think it would have boon boforo Congress removed his dis ability ! Mr. Orr profors to fight on—to resist tho inovitnblo. Is there, then, no one of tho old loaders who will say to his neighbors: '* Wo bolievo our causo was just; wo put it to tho decision of tho sword, and we havo lost.
