Mr. Dutton and the GM task force seem to feel that the Rooftop Highway which is to connect 1-87 in Pittsburgh and 1-81 in Alexandria Bay, would provide one means to effectively deal with the isola- tion of the North Country. (EDS NOTE: Petitions regarding the Rooftop High- way are available for signing at seats. Mr. Durant commented that there were three options available which had not been decided and which would be discussed in executive session. Mrs. Elliott countered that this issue was not executive session material. President Kerwin relayed the options for replacement: 1) the board can appoint two persons who would then be subject to a public vote iq the June 1987 elections: 2) a special election can be held now; 3) the board could do nothing and operate with seven members 4.) after 30 days, the district Superin- tendent could, but does not have to, make the appoint- ments. He advocated the first alternative to bill the vacancies as soon as possible due to the heavy work load of the board. A vote was taken on the motion to hold a special elec- tion and was defeated with President Kerwin, Mr. Cook, Mrs. Arquette and Mr. Du- rant on the nay side. Mr. Durant called for an executive session. At this point, presswoman, Ellen Emery, voiced her objection based on provisions of the N.Y.S. Open Meetings Law. Shields around 1916 and composed of 16-19 rooms, will now be a Bed and Break- fast inn as well as a restaurant. The restaurant will be open evenings from 5:00 p.m. until 10:00 p.m. Tuesday through Saturday and will feature three dining rooms composed of four, five and six tables depnding upon the room size. \We think that the smaller rooms with candlelit tables will be decorated for Christ- mas.
