Skate-a-thon The Franklin County Unit of the American Cancer Society is sponsoring our Third Annual \Skate-a-thon\ on Monday evening, Nov- ember 11th from 7 to 9 p.m. at Skateland in Malone. ' Doris Pearl Chateaugay By Assemblyman Andrew W. Rvan Jr. On Nov. 5, Voters will be asked to decide on five consti- tutional amendments. Taxpay- ers have a major stake in the actions of government, and one of the ways to voice your pref- erence is by participating in the political process. As a service to my constitu- ents in the 110th Assembly Dis- trict, I am providing a summary of each question. Proposal One This amendment proposes to increase the authorized bond ceiling of the Job Deve! opment Authority (JDA) from $300 million to $600 million. It would also allow the JDA tc jbond 60 percent of the cost ol !an eligible facility, instead of the present limit of 40 percent. The JDA is a public corpora- tion which provides loans for nonprofit organizations to finance construction of new industrial or manufacturing plants, research and develop- ment facilities and the purchase of machinery and equipment. There will be no direct fiscal or budgetary implications for the state if this amendment is approved. The state may, how- ever, be subject to increased obligations because of the con- stitutional guarantee of JDA bonds. A yes vote will allow these changes, a no vote will prevent hem. The amendment is favored by various business organiza- tions that feel the JDA is a valu- able job-creation tool. They argue that the percentage change will lower the amount of jfixed-asset, long-term loans .required trom conventional lending sources. This would reduce financing costs and result in the greater availability of funds which banks can loan for other purposes. On the other hand, there have been complaints about the absence of minority and geographic representation in the JDA loan portfolio. Also, some people feel it may not be appropriate for the state to assume a majority of the risk (60 percent) of higher risk pro- jects funded by the JDA. Proposal Two Presently, the State Tax Law must repeat verbatim exten- sive sections of the Federal Tax Law. In 1959, the state Consti- tution was amended to allow specific provisions of the Fed- eral Income Tax Law to incor- porate into the State Income Tax Law by reference. This has resulted in simplification of the state's tax provisions and reduced the cost of tax admin- istration. This amendment would expand the incorpora- tion by reference concept to estate and gift and other taxes. A yes vote will allow these changes, a no vote will prevent them. Proposal Three This amendment would create a certification procedure permitting the State Court of Appeals to answer questions or New York law, put to it by the U.S. Supreme Court, federal court of appeals and appellate courts of last resort from other states, thus expanding the Court of Appeals' jurisdiction. At the present time, these other courts must interpret New York laws themselves if there is no precedent in the decisions of New York Courts. These courts face a difficult problem when they are required to ascertain and apply New York laws in cases before them, and New York Courts have not spoken definitively on issues presented in such cases. A yes vote on this question will establish this procedure, a no vote will prevent it. Next week, I will continue my informational summary of the constitutional amendments. Cavaliers During the Covington Cava- lier meeting of Thursday, October 17, most members had a part in building a scare- crow. Also during the meeting each Cavalier member had a choice of making several items, but had to pick at least one leather project, one wood pro- ject, one holiday project, one community project and had to make some kind of leg wraps. The Cavaliers will go on a hay ride on Friday the 25th of October. Each member (that's including leaders) will have to dress in a Halloween costume. After the hay ride, there will be a halloween party. Games will be played (such as) how many words can you make out of \Haloween which team can get their shoes and socks on first, and so on. All of these activities will be held at the Catholic School.
