This I nvestigation was not or- dered by the l e gislature , wl i cli made appropriations to cover all such work it inaugurated , b u t by Dr. Frank P. Graves , Commissioner of Ed ucation . It Is agreed to ho lmd- ly needed , but no money is 0 , -mIl- ab l e in the Ireasury of the Slate Education Deliurtmeut. and the Re- gents would accept none from the school treasur y of New York City, even if it lvere ever so full. They are q uite opposed to the city being \ al- lowed to finance either wholly or partly the investigatio n of Kb own schools . \ Such an arran gement would gi ve Tamm any just the kind of le vera ge It likes. A new law with respect to corpor- ations , sponsored by Senator Fear- on of Syracuse , tho new Republican le ader of the upper house , Is expe ct- ed to yield a double benefit to the t reasury of New York Stat e. In the p nst it has been a practice for Non- York firms to incorporate In s omo othe r State , most frequentl y Dela- ware , ' - on account of more liberal provisions , a lo wer fee , or some other reason. All such were later pe rmitted to do business In this State on payment of a ?50 fee for tlie issua nce of a certificat e and a $30 fee fo r filing It. By Mr. Fear- on ' s bill the certificate fee Is raised to $100 and the filing charge to $40.
