Walter Newcomb, acting school hoard president, explained. \Hav- ing to rent a bus is only a small part of the larger problem of growth in the district - a growth that has to be controlled if we want to avoid buying now buses every year . . .\ Following his suggestion, the board agreed'to form a comanit- tee to study school transportation conditions * in the 'district this year, especially the feasibility of installing a \three-tract system.\ Under the three-tract setup school buses make three runs in the morning and afternoon instead of two - which, means fewer buses are used in a day.
