A ldrich ol tlu_s village by tEe Genesee Falls Lodge of the Masonic Order of Rochester this m o nth. Mr. Ala- nch was awarded the 50 year citation for membership in that W m I su ?. having joined in 'la r c h , 1898. Sir. A ldrich explains his membership in the Rochester lodge by the fact that although he was born; in C lifton Springs he moved as a young man to that cuiv where he spent a good many years. He was employed by the Post Office Department there and later moved to Fourth Lake in Adirondacks where he was the ow ner of a hotel. For some 20 vears Mr. A ldrich spent his sum mers there and the w inters in Florida. Recently he has sold his inter <*st in his property on Fourth Lake and returned to C lifton Sp rings, for the better part of each year. A► the V ill age elertion on March 16th. 194$ a ll taxpayers w ill have the oo- portm iily of voting' fo r -o r agstin- st the proposition which is for the preparation of plans for a sewage system and not fo r the construction of such a system. It is a definite fact that tha Village is unable h» construct such a sewage system w ithout fi nancial help from either the state or Federal gov'ts, and m the present era o f high naploy- ment and prosperity we e n be sure that no such gDYarpmeat grants w ill be made. However, history has show n us that this period cannot be expected to con tinue and that another depression w in sooner or later descend up on us. In the last depression, the Federal gov’t p a id fo r 4S% of such public w o rks projects. This was the first tin e that the goVti had ever granted money fo r such projects. It only stands to reason that during the next depression government grants w ill am ount to 45% of the cost of such pro jects and very possibly even more. I believe that we should h» in a position to accept sach a grjm t when it is m i l i M f . w h ich m ight .verv w e ll im n w t to 8100. 000.00. Already the towns o f An dover. MxyviBe, Deposit, Elba, LeRoy, Lyons. Oneida Castle. W aierville, Ovfd and Owego to m ention only a few . have their plans ready and w a iting to pot into effect as soon as the grants are available fo r sewage purposes \nd don’t forget th a t w e as tax payers w ill be helping to pay for the sewers in these tow n s and w ill not be in a p o d lio R to accept any gov’t grants ourselves unless w e have the plans prepared and approved. The present cost of construc tion is estimated at $375,000-00. O f course this am ount cannot be afforded. But we are not even planning to b u ild the system when construction costs are as they are now. Construction can “on ly be accomplished in tim e of depression when a grant from the government w o uld be avail able. At such a tim e the cost w o u ld be considerably reduced. At the tone of the last depress ion construction costs dropped an average of 45% from their \peak after the first W orld W ar to their 1932-3* low . I f we use the same reasoning; then th e av erage cost wrtuld drop to around $205,000 at tim e o f consitactiou. In fact although no figures are available I believe it w o uld be safe to es tim ate that there are an average of 10 septic tanks over-flowing in the V illage constant! \ Soire people have this problem as j I yetrty occurrence. Few people ■ stop to realize that one low lv fly >w n in g around your house in summer tim e may have just stop ped hy that over-flowing septic tank at your neighbors for 2 drink before coming to your house, i personally know of twe supposedly “surface water drain age ditches” in town w h ich ap pear to be drains for not one but many septic tanks as hum an ex creta can he seen flowing in them often. This condition should be considered intolerable in the pre sent day and age. ,1 have talked w ith several people who are in favor of a sew age system but believe that wt should w a it until the govern ment grants are available before we have the plans made. During the last depression all the re putable engineering companies w h ich were capable of preparii i, plans of this type were so swamp ed w ith work that many towns that wanted to take advantage of I gov’t grants could not get plans prepared and approved m time W ithout question, this w ill hap pen again and if we wart until grants are available, the same situation w ill occur and we wil. he left behind. Now is the tmie to vote for the plans. Remember- Shortsville and Manchester wert far-sighted enough to take ad vantage of the grants during the last depression and thev both now have sewage systems. i I am not trying to influence | anyone unjustly but rather nr1 trying to present a dear picture of the situation.
