The minds of supporters of the prin? clpala are stHl at variance. Tho President Monday made public the text of his rernarlts as supplied by P. A. Carlson of Chicago, an Ameripau stenographer who reported tho session in Question. Tills text, it Is argued at tho White House, refutes the accusa- tion of Spencer that the Preaident promised military aid to Rumania and Serbia if they should be, invaded. • But supporters of Spencer declare the senator's position Is Bustainejt toy the very text the President . issued, They point to this phrase: \And yet thero underlies all of these transac- tions the expectation on the part, for example, of Rumania and of Czecho- slovakia and of Serbia that it any covenants of 'this settlement are not observed, the United States will send her armies and her navies to see that they are observed.\ It Is compared with the statement of Senator Reed o.n the floor of the sen- ate, on jyhich Spencer says ho bnsed his charge Reed qjuated the President Rs having said: \You must not forget that In force Is the final guarantee ot the public peaco. If the World Is again troubled the United States will send to this side of the ocean their army and their fleets.\ If the President did, not directly promise military aid, Spencer's Mends argue, his remarks might fairly have been given that interpretation. Administration supporters retort that the two clauses mean entirely dlf- foront things, and. that there is a vast difference between a promise ot mili- tary help, and the -ftiet that back of the poace settlements would stand the great powers, and that \in the last an- alysis the military and naval strength of the great powers \vH be the final guarantee of the peace of the world.\ The President's remarks, it is contend- ed, should bo considered in their en- tirety, and the spirit qf them should bo Interpreted. One.offlclaKJnterpret- ed tho President's meaning thus> \The brunt of guaranteeing peace settlements -will faH on' the great pow- ers. They therefore must insist on permanent and Just settlements, to which there la general agreement. If such settlements are supported by the great powers, whose word will be ef- fective because, of the force they are capable of exercising if n,eed arises.\ Another point in the argument Is the nature of the two versions of what was said. White House attaches argue Carlson's must be correct since he took down what tho President said In Eng- lish, and tratocrlbed It back directly Into English. Spencer's version, they say, was translated from English Into French, probably poor French, and then back Into English. The reply to this Is that Spencer's words are prob- ahly those of the official record. And thus the debato goes on, with much hair-splitting over words and shades of meaning. As a furthor con- tribution tp the dispute, the state de- partment has sent to Paris for the of- ficial version, which It Is .expected will be on hand within a few days.
