Anderson, saying \'something has gone wrong\ with the nation's economy, made public Sa- turday a platform for his in- dependent presidential cam- paign calling for tax incen- tives to discourage inflation- ary wage and price in- creases. The 300-page document on which the veteran Illinois congressman will run his fall campaign also proposes new overtures to the Soviet Union to ease ratification of the Strategic Arms Limita- tion Treaty (SALT H) by the U.S. Senate. ''We believe America is in peril because our tradition of self-government has been eroded,\ said the platform Introduction signed by both Anderson and his running mate, Patrick J. Lucey, a liberal Democrat from Wis- consin. Plots Middle Course The platform charts a middle course between those produced by the Re- publican and Democration the cities, for example, \do not work, and cannot be ex- pected to work ... ,\ Ander- son says in the platform. Instead, Anderson would create \enterprise zones\ in the country's inner cities, giving tax breaks to small businesses which operate in areas \blighted by crime, arson and population flight.\ For the enormous num- bers of unemployed young blacks in the cities, Ander- son would reimburse em- ployers for 85 percent of the federal minimum wage - if these jobless people could not be hired in any other way. To cut short the cycle of inflation which plagues the economy, Anderson pro- posed a Wage Price Incen- tives Program under which his administration would es- tablish specific tax breaks in exchange for voluntary li- mits on wage demands and prices. Opposes Wage-Price Cell- Anderson's platform says to persuade the Senate to ratify it in late 1979 or early 1980. Reagan Matly opposes the agreement. Opposes Industrial Ald Anderson's platform op- poses direct federal inter- vention in America's indus- trial machine; he opposed federal loan guarantees for the Chrysler Corp. Instead, the platform calls for sharply liberalized depreciation allowances and 10 percent direct tax credit for research and develop ment. Corporate income tax rates would be cut by 2 per- cent across-the-board by 1986 On social issues, Ander- son reaffirmed his long- standing support for ratifi- cation of the Equal Rights Amendment, and for feder- ally-funded abortions for‘ poor women. To rebuild the failing cit- tes of the upper Midwest | and East, Anderson pro- posed using $3.9 billion an-l nually in federal excise taxes now collected from Wihtud ~~, RECLINERS... a WALLAWAYS SWIVELS special seqe ber SAVE! But while American in- dustry would receive bil- lions in tax breaks to en- courage new research and the purchases of new equip- ment, Anderson sald that unlike President Carter and Ronald Reagan, he opposes any consumer tax cuts as inflationary. Most of the cs in the platform have been spelled out during the 14 months Anderson has been running for the presidency, first as a Republican seek- ing the GOP nomination, and then as an Independent.
